MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING, FEBRUARY 17, 1976. <br />Meeting called to order at 5:15p.m., by Mayor Eder. <br />Present: Mayor Eder, Councilman <br />and Councilwoman Lyons. <br />Also present: Counsel Raleigh and <br />Abercrombie, Shervheim and Pott <br />Engineer Noyes. <br />Grader: Motion by Councilman Shervheim 2nd by Councilman Pott <br />authorizing sale of Allis-Chalmers Grader 'including wing, <br />to the City of Bayport for $1,500.00. Clerk to direct <br />letter to Councilman Peterson. Carried 5-0. <br />Interim -plan: Engineer Noyes reported that survey on all lakes, <br />except Eagle Point, has been completed. DNR is behind <br />schedule and they want to coordinate operation. A Semi- <br />final report of the Interim Drainage Study will be avail- <br />able week, of February 23rd. A special meeting is called <br />for Thursday, February 26, 1976 in the Council Chambers <br />at 8:00 p.m. <br />Ebertz: Mayor Eder briefed the council on the Ebertz request to <br />rezone WI/2-SEl/. 4-SEl/4 of S 34, T29N, R211^7. He suggested <br />that council review so they are prepared to make decision <br />after PZC has studied and made a recommendation. <br />Demontreville Highlands: Motion by Councilman Abercrombie 2nd by <br />Councilman Shervheim to approve realignment o:7 the major <br />north -south road westerly to the top of the ridge line in <br />accordance with Exhibit A, dated February 17, 1976, on <br />file in city office. CArried 5-0. <br />5 year Capital Improvement Committee: Council will name a 5-7 <br />member committee to prepare a five year capital improve- <br />ment recommendation. Among names suggested for membership <br />on the committee were Dennis Geiger, Paul Emerson, Earl Goerss, <br />Lawrence Kleis, Gaylen Springborn, Ed Stevens and Robert <br />Ziertman. <br />Recess at 6:30 P.M. Reconvene 7:35 P.M. <br />Insurance Committee: Clerk instructed to send letter to potential <br />members of insurance committee to determine if they will <br />accept position on committee. It is hoped to have them <br />together for initial briefing in the next two weeks. <br />Metropolitan Animal Patrol Service Inc: MAPSI. Mr. Sockish briefed <br />the council on what services his firm could offer. These <br />included patroling by the hour, issuance of tickets to <br />violators, housing and disposal of animals caught and not <br />picked up by owners. A copy of a contract was referred to <br />counsel with instructions to make sure it is acceptable -to <br />both Lake Elmo and r4APSI. Because of the large number of <br />complaints recently, added effort will be given to help <br />relieve the situation. <br />
