COUNCIL MINUTES — MAY 18, 1976 — Page 2 <br />Park Committee: (Continued) Mr. Morgan requested that engineer inspect the ballfield <br />and stake to grade. <br />Motion by Councilman Pott 2nd by Councilwoman Lyons to urge State to conduct <br />a bicycle path from Washington Cty. 6 to Washington Cty. 17. <br />Carried 4-0. <br />Motion by Councilman Shervheim 2nd by Councilwoman Lyons to authorize <br />expenditure of up to $1200 to gravel Pebble Park Road. <br />Carried 4-0. <br />Councilman Shervheim announced that fee schedule for use of ballfields will <br />remain unchanged for 1976. <br />Councilman Shervheim offered Resolution R-76-15 approving sale of..11 acre <br />of triangular piece of Lions Park to Joe Rogers at 350 per sq.ft. or a net <br />selling price of $1750.00. Receipts to be deposited in Park Fund. 2nd by <br />Councilman Pott. <br />Carried 4-0. <br />1975 Flood Control Assessment: Councilman Shervheim presented Resolution R76-16 <br />authorizing engineer to prepare assessment roles based on a 74 interest <br />rate over a term of 5 years. Counsel to publish notice for assessment <br />hearing on Tuesday July 6, 1976 at 8:00 P.M. in City Hall. 2nd by <br />Councilwoman Lyons. <br />Carried 4-0. <br />1976 Flood Control: Motion by Councilman Shervheim 2nd by Councilwoman Lyons that we <br />retain pumps and pipe in place but hold off any additional pumping at least <br />until after VBWD hearing May 26. City to notify VBWD of action of council <br />and that pumps will be left in place. <br />Carried 3-1 with Councilman Pott opposed. <br />3M EIS: Barbara Senness advised that Met. Council had given the 3M EIS their approval. <br />194 EIS: Planner and engineer are preparing statement for presentation on May 20. <br />1976 at 194 hearing. Council established a special meeting at City Hall <br />at 6:30 P.M. to review presentation before it is made. <br />Comprehensive Plan: Motion by Councilman Shervheim 2nd by Councilman Pott to deny <br />requested extension of Met.Council for review of Lake Elmo Comprehensive <br />Plan based on commitments made by City to individuals and firms. Barbara <br />Senness to prepare letter to go out over Mayor Eder's signature. <br />Carried 4-0. <br />194—Detached Service Road: Motion by Councilman Shervheim 2nd by Councilwoman Lyons to <br />request Highway Department to supply a detached service road-!- mile North of <br />present 194 at State Highway expense if 194 goes on South Route. <br />Carried 4-0. <br />Water Tank: Mr. R. Williams appeared before council and asked whose responsibility <br />was it to repaint water tank. Mr. Williams, at the time of painting advised <br />that we would encounter anchorage problems because of what work was actually <br />being done. He requested to be advised when this determination is made. <br />Minutes: Motion by Councilman Shervheim 2nd by Councilwoman Lyons to approve minutes <br />of May 4, 1976 meeting as submitted. <br />Carried 4-0. <br />Voting Precincts: Motion by Councilman Pott 2nd by Councilman Shervheim to approve <br />establishing two voting precincts in Lake Elmo. One precinct being all <br />residents North of the present Chicago Northwestern Railroad Tracks and <br />the other all those residents South of the tracks. Precinct 1 (North) <br />would have about 1200 eligible voters and precinct 2 approximately 1800. <br />Other details such as voting location and splitting registration files <br />to be established. <br />Carried 4-0. <br />
