Minutes of Lake Elmo City Council Meeting, November 16, 1976--naae 2 <br />Forester: Gerald Beach reported on current diseased tree <br />programs. The only local assistance is to the individual <br />for removal of trees infected with Dutch Elm, amount <br />$25.00. Mr. Beach did not offer any words of encouraae- <br />ment regarding_ possible use of Lianasan BLP. IIe reported <br />that more and more reports are neaative but they are <br />waiting on results of studies by iI. of M. Suggested <br />that burning site be resolved and available early next <br />spring. <br />Merle Payne: Discussion relative to SUP on 40 acre tract of land <br />on Keats Ave. Sec. 3 (NW 1/4 of the SE ]_/4) . Purpose <br />of SUP to put a driveway into his property. Paynes <br />have only a 66' easement for access to their property. <br />They also questioned what they could do if they wanted <br />to split off 5 acre lots at a later_ date. Since a <br />number of legal questions exist relative to sale of <br />properties involved council referred the matter to counsel <br />for review and a recommendation. <br />Davton-Hudson: Officer Furstenberg reported that Parranto had <br />placed a fence across the Private road into the Dayton - <br />Hudson property, however the diseased trees and debris <br />scattered over the property had not been cleaned uP. <br />Counsel instructed to write letter to Parranto advising <br />them that this has to be cleaned up. <br />Investment Framework hearing: Clerk instructed to contact Jim Olson <br />of Juran & Moody and get his recommendation on how <br />Lake Elmo should respond. <br />Paying Agent:Councilman Shervheim submitted Resolution R76-35 establish- <br />ing First National Bank of St. Paul as our paying agent. <br />Second by Councilman Abercrombie. Carried 4-0. <br />Mayor Eder abstained. <br />Liquor Licensee Motion by Councilman Shervheim 2nd by Councilwoman <br />Lyons to approve the Sunday On Sale and regular On Sale <br />liquor license for Tartan Park. Carried 5-0. <br />Motion by Councilman Shervheim 2nd by Councilwoman <br />Lyons to approve the Sunday On Sale, Regular On Sale <br />and Off Sale liquor license for Twi.nPoint Tavern -- <br />Norm Schwartz owner. Carried 5-0. <br />Motion by Councilman Abercrombie 2nd by Councilwoman <br />Lyons to approve the special On Sale liquor license <br />for VF[+? post 5725. Carried 5-0. <br />Motion by Councilman Abercrombie 2nd by Councilwoman <br />Lyons to approve the Sunday On Sale, regular On Sale <br />and Off Sale Liquor licenses for Ben's Elmo Inn. <br />Carried 5-0. <br />Salt -Sand: Motion by Councilman Abercrombie 2nd by Councilwoman <br />Lyons that Lake Elmo purchase its salt sand requirements <br />from Washington County at $5.00 per cu. yard with <br />T. A. Schifskv and Sons at $4.75/ton as a second source. <br />Carried 5-0. <br />
