R-76- .30 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION REAFFIRMING CONTINUING SUPPORT <br />FOR LOCATION OF I-94 ON THE SO-CALLED "NORTHERN <br />ROUTE" AND URGING IMMEDIATE COMPLETION THEREOF <br />WHEREAS, the City of Lake Elmo has on several occasions before <br />this date informed the Minnesota Highway Department of its resolution <br />supporting construction of Inter -State Highway 94 on the alignment <br />northerly of existing Trunk Highway No. 12; which alignment has been <br />generally referred to as the "Northern Route"; and <br />WHEREAS, a majority of the communities abutting or adjacent to <br />the said Trunk Highway 12 have approved and urged the construction <br />of I-94 on said Northern Route; and <br />WHEREAS, the I-94 Management Study Committee, after months of <br />taking testimony, review and study has recommended to the Minnesota <br />Highway Department that I-94 be constructed on the said "Northern <br />Route"; and <br />WHEREAS, the Draft Environmental Impact Statement.prepared <br />by the Minnesota Highway Department and considered at public hearings <br />earlier this year clearly indicates there is no significant or <br />substantial detriment to the environment which would result from <br />the construction of said I-94 on the Northerly Route and there is, <br />on the other hand, significant and substantial adverse environmental, <br />economic and safety impact on the area affected thereby if the alter- <br />nate route on existing Highway 12 is selected; and <br />WHEREAS, there does not appear to be any disagreement among all <br />interested persons that the present Trunk Highway 12 is not sufficient <br />to adequately and safely carry the amount of traffic now using or <br />crossing said highway; and <br />WHEREAS, there appears to be no reasonable or probable solution <br />to this traffic and safety problem other than the construction of a <br />new controlled access highway such as the proposed I-94; and <br />WHEREAS, the Minnesota State Highway Department, since 1973, has <br />been in a position to complete acquisition of the necessary right-of- <br />way and commence construction of I-94 along the said Northern Route: <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City <br />of Lake Elmo as follows: <br />1. That the Minnesota State Highway Department be, and the same <br />hereby is, urged to take immediate steps to begin construction of I-94 <br />along the Northern Route at such earliest possible date and to assign <br />the highest priority to that project. <br />2. That the City Clerk be, and he is hereby, authorized and <br />directed to forward copies of this Resolution to all those officials <br />
