Meeting Minutes <br />Page three. <br />It must be noted that it is required that property <br />be insured for 80% of its estimated replacement cost <br />in order to collect full face value of insurance <br />in effect. <br />Jack Zignego was called. Upon his arrival the in- <br />surance matter was discussed in length. Zignego <br />had been indicated as the Agent of Record for Lake <br />Elmo for the purpose of obtaining bids for total <br />coverage of the City's needs back in November, 1976. <br />He responded that bids are in process of being gath- <br />ered and that Fireside Insurance Center was not con- <br />tacted and that all companies contacted were repre- <br />sented by Zignego as an agent. There appears to be <br />a misunderstanding as to the meaning and responsi- <br />bilities of an "Agent of Record". The matter is to <br />be resolved at the Council's meeting of 2-15-77, <br />when bids are received. <br />Meanwhile on a motion of Mayor Armstrong, seconded <br />by Councilman Pott, that all present carriers of any <br />Lake Elmo City insurance which is about to expire <br />on or before 2-15-77 provide the necessary binders to <br />keep insurance in effect till the meeting of 2-15-77. <br />Carried 5 - 0. <br />Energy Crisis: Mayor Armstrong reported on the Governor's letter on <br />the present energy crisis. The council concures on <br />the situation; however, because of the City's limited <br />operation and resources, requires that reasonable con- <br />servation measures be initiated by personnel of the <br />City at this time i.e. setting thermostat at 65' and <br />60°, control electrical usage, etc.. <br />Water System: Councilman Pott reported that there has been nine re- <br />ported freeze -ups in the water service thru 1-29-77. <br />At this time it appears the situation is under control. <br />Keys: The deputy clerk is authorized to provide the City <br />police office the necessary keys for public buildings <br />on behalf of the City Council. <br />Fire Code: Council Raleigh reported that he is working on this at <br />the present time. Mayor Armstrong presented and read <br />a St. Paul ordinance on smoke alarms. Council refer- <br />red to attorney who is instructed to prepare a similar <br />one but with an effective or implement date no later <br />than October, 1977. Draft to be ready for review <br />2-15-77. <br />Fire Prevention: It was reported that the Fire Department is prepared <br />and willing to present a fire prevention program to <br />the home owners of Cimarron upon request.
