MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING, APRIL 19, 1977. <br />Meeting called to order at 5:05 p.m. by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilwoman Lyons, Councilmen Shervheim, <br />Pott and Morgan. <br />Also Present: Counsel Raleigh, Bldg. Insp. Mueller (7:30) Pngineer. <br />Noyes (8:12pm) and Sewer Insp. Prier (5:05-6:20). <br />Hjelmgren SUP: A neighbor requested that she be in attendance when <br />the Hjelmgren matter was discussed. She was informed <br />that the item would be discussed on the agenda at-8:15. <br />She was not informed of the agenda revision. Motion <br />by Councilman Pott 2nd by Mayor Armstrona to defer <br />action on the SUP until 8:15 p.m. --Carried 5-0. <br />Sewer Inspector: Mr. Wier made a presentation on a new septic system <br />ordinance and proposed amendment. The proposed ordi- <br />nance is based on input from the Citizens Advisory <br />Committee to the Minnesota PCA, Mr. T-7ier had attended <br />a workshop which discussed. the proposal in detail. <br />Ile recommends general acceptance of the ordinance <br />but asks for modifications so that maximums expressed <br />in our current code are not reduced. Copy of proposed <br />ordinance on file in city office. <br />Coordinator: Mr. Lawrence Plhittaker has been in contact with Mahtomedi. <br />regarding salary proposal. Tle advised that the original <br />offer of $15,000. was not adequate and asked for ad- <br />ditional $3,000. because of cost of living in Twin <br />City Area. Mahtomedi had negotiated an agreeable salary <br />of $17,000. plus benefits which imuld he 1�2,0n0 to <br />$2,500 extra per year. Time spent representing each <br />community would be logged so a o breakdown of cost <br />could be determined. <br />Council Items: <br />Fire Truck-- Councilman Pott advised that specs were now available <br />for the new truck. Copies of spec to be distributed <br />to council. Council has until April 251 1977 to respond <br />relative to changes. <br />Motion by Mayor Armstrong 2nd by Councilman Pott to <br />authorize clerk to proceed with request for bias based <br />on specs submitted by fire dept. Carried 5-0. <br />Parks--- Councilman Morgan expressed concern over responsibility <br />for use of lights at ball field. Suggested installation <br />of a timer; council agreed. John Mueller offered to <br />donate a timer. An electrician will have to he hired <br />to install. Suggested we hire same electrician that <br />originally installed the switches sincehe. is familiar <br />with this particular set-up. <br />Discussion regarding well in Pebble Park. Fnaineer <br />Frigaard agreed to go back to the contractor (Renner) <br />and determine condition of well and tank and if it is <br />defective that it will be repaired free of charge. <br />
