MINUTES OF THE LAKE ELMO CITY COUNCIL MEFTINC,, APR.IL 19, 1977. Pa.? <br />Council Items: <br />Parks-cont'd.--- Reid Park ---Councilman Morgan advised that he had <br />been in contact with attorney for A. Reid and he <br />agreed that it would he a good idea to submit a <br />written proposal to him. Counsel Raleigh will prepare <br />the proposal. <br />Advisory Committee to Council-- Councilman Morgan advised he still <br />favored formation of such a committee. With council <br />approval he will put together a proposal for the <br />next meeting. <br />Metro Park Reserve --Mr. Schaefer advised that the farm land in park <br />has been renter? for 53,000. Mr. Schaefer advised <br />that city should be getting 30% of all revenues from <br />park land. To date no payment has been receiver?. by <br />Lake Elmo. Councilman Morgan will pursue this with <br />Mr. Schwab. <br />Speed Lir!.it--Olson Lake Trail. Residents complaining. <br />Mayor Armstrong discussed this with Officer Swanson <br />and he agreed. speed was excessive for conditions. <br />List of streets on which speed zones have been <br />established to be reviewed to determine if there are <br />others that should be reconsidered. <br />Park Advisory Committee --Submitted annual report. Councilman Morgan <br />made presentation of appreciation awards to R. P. <br />Abercrombie, M. Eder, C. Brockman, J. Mottaz, Ruthmary <br />Logue, L. Friedrich, Lake Elmo Jaycees and 682nd.. <br />Engineering Battalion. <br />Hjelmgren SUP (8:15) - Mr. & Mrs. Osborne were given an opportunity to <br />express their feelings about approval of requested SUP. <br />Mr. Hjelmgren was allowed to offer his rebuttal. <br />Councilman Shervheim offered Resolution n77-3, a <br />resolution approving SUP of. Mr. Hjelmgren at 10899- <br />32nd. St. North subject to certain conditions expressed <br />by PZC and Council and asked council to consider <br />adoption. 2nd by Councilwoman Lyons. Carried. 5-n. <br />Metro Systems Statement --Engineer Noves--Discussion of Engineer response <br />to Mr. Ron Nelson letter disapproving the engineers <br />original report. Discussion covered 3M problem, <br />the pollution question and sewer status in general. <br />Council decided to defer action for another 2 weeks <br />because of the length of the meeting. <br />Sewer study for old Lake Elmo Village will be completed <br />in two weeks and added to agenda of Play 3, 1977 meeting, <br />Forester---r'erald Beach: Discussion regarding Dutch Plm disease and <br />Oak Wilt disease. <br />Lake Elmo disposal site closed by PrA. Closest <br />disposal site to Lake Elmo is Pine Pend f_acil.ity. <br />County will have a site in "lay Township --scheduled to <br />open June 1, 1977. Counsel recommended that we <br />appeal closing of Lake Elmo Site. <br />Council advised that diseased trees in right-of-wav <br />are responsibility of land owner and forester should <br />act accordingly. <br />
