Lake Elmo City Council Meeting, June 21, 1977. <br />Meeting called to order at 5:30 p.m. by Mayor Armstrong,. <br />Present: Mayor Armstrong; Councilwoman Lyons and Councilmen Pott <br />and Morgan <br />Absent: Councilman Shervheim <br />Also present: Adm. Assistant Whittaker, Bldg. Insp. Mueller (5:45-9:00) <br />Counsel Raleigh (6:00-8:05) & Engineer Noyes (7.30). <br />Job description --Administrative Assistant --Council and Mr. Whittaker <br />exchanged thoughts on where time and effort could best <br />be spent since it is already obvious that approximately <br />20 hours a week seems inadequate. Particularly this <br />will be true during the early months of the time shared <br />arrangement with Mahtomedi. A review of efforts ex- <br />pended vs efforts required will be scheduled at a later <br />date. <br />Planner: Motion by Mayor Armstrong that we give 30 days notice <br />to Midwest Planning, that the monthly retainer contract <br />be terminated as of August 1, 1977 and we continue to <br />operate on an hourly basis at rates to be reviewed and <br />approved by the city council at the July 5th. meeting. <br />Second by Councilman Morgan. Carried 4-0. Councilman <br />Shervheim absent. <br />Council Meeting Policy: Motion by Councilman Pott 2nd by Mayor. <br />Armstrong that it be standard procedure to have a .five <br />minute break after each 1-1/2 hours of continuous meet- <br />ing. Carried 3-0. Councilman Shervheim absent. <br />Councilwoman Lyensnot present at time of vote. <br />Parks: Councilman Morgan advised that the private property <br />signs authorized for the Collop_v & Beaubien property <br />have not been installed. Requested that clerk check <br />into this and determine status. <br />Water_ Tower: Councilwoman Lyons reported the engineers had investigated <br />the paint peeling on the .four legs of the water tower. <br />Engineer was attempting tc get the contractor (Apex) <br />to redo. <br />George Bias -Variance --Motion by Mayor Armstrong 2rd by Councilwoman <br />Lyons to approve the variance at 2795 Lake Elmo Ave. No. <br />allowing an improvement in a non -conforming use and an <br />improvement of a traffic problem by approving location <br />of garage within 5 feet from the edge of property side- <br />line and 8-1/2 feet from the curb on the streetside. <br />Carried 4-0. <br />Forester --Dutch Elm --Letter of June 9, 1977 from Gerald Brunner read. <br />Letter advises the conditions under which and where <br />diseased trees can be disposed of. It was suggested <br />to have forester make a map to distribute with con- <br />demnation notice. <br />
