Lake Flmo City Council Meeting, June 21, 1977 pq. 2 Forester --Dutch Flip, cont'd.--Mayor Armstrong_ offered Resolution R77-9 authorizing Mr. Whittaker to submit an estimate for Dutch Elm Program to the state so Lake Elmo can participate in the State of Minnesota --Municipality rebate program. Second by Councilman Pott. Carried. 4-0. Board of Review: Motion by Councilman Morgan 2nd by Councilman Pott to approve all of the recommendations of the assessor and Board of Review per minutes of the review except for item 12 which was changed from 50% to full Homestead credit. Carried 4-0. Sewer Study Committee: Members, Anton Friedrich, John Patton, Todd Williams, Louis Urtel, Kent Voge and. Bernard Froehner appeared before the council. They were given a copy of the engineers report on a sewer system for the old Village of Lake Elmo. Mayor Armstrong gave the committee its charge and requested Todd Williams to set un the organizational meeting (June 29, 1977). Members Hugh Madson and Conrad Adams did not appear. Sub -Division Regulations Council discussed the various changes to the proposal and determined that all members of the council were not up to date. Mr. Whittaker agreed to obtain complete text for each member of council so they can discuss at the next council meeting. Robert Ritzer Variance --Did not show. Systems Statement: Motion by Councilman Pott 2nd by Councilwoman Lyons to approve the Systems Statement as revised by the pzc chairman, Grace, Councilman Pott and Mr. Whittaker and authorized its submission to Metro Council by the July 1, 1977 deadline. Carried. 4-0. Claims: Motion by Councilman Morgan 2nd by Mayor Armstrong to approve payment of claims 77563 thru 77586. Carried 4-0. AMM: Motion by Councilman Pott2nd by Mayor Armstronq to appoint Maynard Fder-Deputy Treasurer as delegate and. Councilman Morqan (to be confirmed) as alternate delegate to the AMPI. Carried. 3-0 . Councilman rrtorcran abstained. Parks: Motion by Councilman Pott 2nd by mayor Armstrong to authorize Park Advisory Committee to hire someone to water the shrubbery at the entrance to Sunfish .Lake Park for $40.00 per month and also a gatekeeper to open and lock the crate each day for $1.00/day. Carried 4-0. Metropolitan Strength Charge System --Letter from Metro Waste Control Commission explaining new ordinance regulation on Metro Strength Charge System and askina city to accent and pass such an ordiiaance. Letter to be referred to counsel .for comments. Adjournment: Motion by Councilman Pott 2nd by Mayor Armstror_a to adjourn at 10:28 p.m. Carried 4-0.
