Lake Elmo City Council Meetina, July 5, 1977 pg. 3 <br />Boat Landing on Lake Elmo Ave.-cont'd.-- Also that he install a <br />sign showing where parking is available and <br />finally he should supply a recepticle for cans, <br />etc. discarded by users of the access. <br />Demontreville Rd.--- The qualification of resolution R77-4 to define <br />the area on Demontreville Trail where we want <br />No Parking signs removed. Signs are to be re- <br />moved on the North side of Demontreville Trail <br />from newroad in Demontreville Highlands and all <br />signs to the west. <br />Springborn:---------Mr, Howard Springborn requested a variance to <br />his Special Use Permit (SLIP) to permit use of <br />facility for summer activity. <br />Motion by Councilman Pott 2nd by Councilwoman <br />Lyons to approve use of Green Acres for summer <br />activities. If beer is to be made available by <br />the various renters they will be required to <br />obtain a Temporary License ($10,00) and also to <br />furnish policing. Carried 4-0. <br />Project 1001: ------ Vallev Branch Water District project 1001 should <br />be put on agenda July 19, 1977 for a council <br />decision. <br />1976 Water Project Assessment: Motion by Councilman Morgan 2nd by <br />Mayor Armstrong to reassemble the Flood Control <br />Assessment Committee and ask that thev study the <br />1976 assessment and make their revised report by <br />August 15 and then meet with CityCouncil at its <br />meeting August 16, 1977. Carried 4-0. <br />Midwest Planning Contract: A proposed contract was reviewed and <br />council questioned details. Changes were recom- <br />mended. Tom Loucks will redo the contract incor- <br />porating changes requested. by Council. <br />Motion by Councilman Pott 2nd by Councilman <br />Morgan authorizing Mayor and Clerk to sign the <br />final contract with Midwest Planning on behalf of <br />the City of Lake Elmo. Contract effective <br />August 1, 1977. Carried 4-0. <br />Planner to attend meeting with Metro Council 7/6/77 <br />along with memberscf council. <br />Tom Loucks again raised the question on what the <br />council planned to do about the open invoice for <br />$561.00. Motion by Councilman Morgan 2nd by <br />Mayor Armstrong that council deny payment of <br />February billing of $561.00. In favor Morgan and <br />Armstrong against Lyons & Pott. -- 2-2 deadlock. <br />Platter should be reconsidered when full council <br />is available. <br />Sub -division Regulation --New draft to be available for next meeting. <br />
