Pg. 1 <br />MINUTES OF THE LAKE ELMO CITY COUNCIL MEETING SEPTEMBER 20, 1977 <br />Meeting called to order at 5:15 PM by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilmen Shervheim (7:55), Pott and <br />Morgan (5:35) and Councilwoman Lyons. <br />Also present:Adm. Assistant Whittaker, Bldg. Insp. Mueller, Counsel <br />Raleigh and Engineer Noyes. <br />Fire truck additional equipment: There is also a need for the following <br />equipment for the Rescue Truck. Flasher, loud speaker and <br />an amplifier. Clerk is getting quotes so that matter can <br />be discussed at the council meeting October 4, 1977. <br />Maintenance truck:City requires a new piece of equipment which includes <br />chassis-$15,000, hydraulic pump-$500, sander-$1,800, beacon <br />light-$100 and rejunenation of the old box-$500; a total <br />estimate of $17,900. Suggest that bids be submitted in such <br />a way as to allow for complete package bid or bids on separ- <br />ate items. December 7, 1976 council had authorized proceed- <br />ing with bids for a new truck. Council authorized action <br />based on the original motion. <br />Eden Park 2nd Addition: Bruce Folz discussed the addition with the <br />council and asked for final approval. Acre- <br />age is 16.63 which is divided into 9 lots with a little over <br />1 acre in ponds. Value per the assessor is $1,250 per acre, <br />for open farm land. Value of property for park dedication <br />purposes is $18,750. <br />Motion by Councilwoman Lyons 2nd by Councilman Pott to <br />approve final plat for Eden Park 2nd Addition subject to <br />supplying the required bond and completing the required <br />development agreement. Carried 4-0. Councilman Shervheim <br />not present at time of vote. <br />Lake Jane Hills 3rd Addition: Motion by Councilman Pott 2nd by Council- <br />man Morgan to approve the preliminary plat for Lake Jane <br />Hills 3rd Addition. Carried 4-0. <br />The plat will now go back to the PZC for a final recommend- <br />ation before the city council gives final approval. <br />Motion by Councilman Pott 2nd by Councilwoman Lyons to <br />give plan approval so that the road excavation can begin. <br />Carried 4-0. <br />Final approval will be considered by the council Oct.4, 1977. <br />Ski Trails: Park Advisory Committee requested council to consider a <br />resolution authorizing the construction and maintenance of <br />ski trails in Lake Elmo Sunfish Lake Park. <br />Councilman Morgan offered Resolution R77-8 approving improve- <br />ments and maintenance of 3-1/2 miles of ski trails in Sun- <br />fish Lake Park. 2nd by Mayor Armstrong. Carried 4-0. <br />Mayor Armstrong recessed the meeting at 6:30 PM for the supper hour. <br />Meeting reconvened at 7:30 PM. <br />Stepan rental property: Mr. Stepan was advised previously that the <br />property at 8126 Hill Trail North did not meet the required <br />code for rental property.
