Minutes of Lake Elmo City Council Meeting, October 18, 1977. <br />Meeting called to order at 5:12p.m. by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilmen Shervheim, Pott and Morgan (5:58) <br />and Councilwoman Lyons. <br />Also Present: Adm. Assistant Whittaker, Bldg. Insp. Mueller, Counsel <br />Raleigh. <br />Jim White: 20th. St. Lane North --Addressed council on problem of drainage <br />from cul de sac at 20th. St. Lane N. Problem had been referred <br />to engineer and report had still not been received. Council <br />will consider at the council meeting November 1, 1977. <br />Systems Statement: Council reviewed the first 15 pages of the state- <br />ment prior to supper break. All changes will be made by <br />L. Whittaker. Council will consider additional pages at the <br />next meeting, if possible. <br />Mr. Bratch: 50th. Street --Water drainage problem with water flowing <br />across the center of the lot rather than through the easement <br />on the edge of the property. John Mueller advised that road <br />was installed in 1947 and blacktopped in 1967. Road did not <br />change natural flow of runoff. Any change of flow would be at <br />owners expense. <br />Assessor: Councilman Shervheim advised he had been contacted by Bill Park <br />asking whether or not the city wanted to retain his services <br />as assessor for 1978. If so he was asking for a 10o increase <br />from $4200. to $4620. and if authorized wanted to get started. <br />L. Whittaker will check county rate so a decision can be made <br />at the Nov. 1, 1977 meeting. <br />194 ---- The joint powers agreement requires reports periodically to the <br />municipalities. This will be accomplished by copies of the <br />minutes of meetings plus a monthly financial report <br />Sunfish Lake Park: Councilman Morgan requested that the city crew, if <br />possible, haul some gravel or cinders for additional base on <br />the roads and parking lot at Sunfish Lake Park. <br />Sewer- Study Committee: Request that minutes of the committee be distributed <br />to the City Council. Mayor Armstrong will contact Todd Williams <br />and ask for an interim report. <br />Assessment Committee: Councilman Morgan advised that he would pursue <br />this so committee gets active. <br />Mr. & Mrs. Duke--9186 Jamaca Ct. No. -Request a variance to place garage <br />ahead of the main building. Mayor explained that a variance <br />required a public hearing or as a substitute obtain written <br />approval from all neighbors within 350'. <br />Motion by Councilman Shervheim 2nd by Councilman Morgan to <br />approve variance subject to the owners supplying written approval <br />from the neighbors in a form suitable to city counsel. Carried 5-0. <br />Variance fee of $30.00 will be collected before permit is issued. <br />
