Minutes of Lake Elmo City Council Meeting, November 1, 1977 <br />Meeting called to order at 7:35 p.m. by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilwoman Lyons and Councilmen Pott and <br />Morgan. <br />Absent: Councilman Shervheim <br />Also present: Adm. Ass't. Whittaker, Bldg. Insp. Mueller, Counsel Raleigh <br />and Marshall. <br />Fire Chief Bjorkman: Chief Bjorkman and several members of the fire <br />department appeared before the council to discuss the <br />future need for space for fire equipment. Suggest that <br />a committee could be appointed to study alternatives. <br />Committee appointments to be considered at the council <br />meeting December 1, 1977. <br />Mike Johnson--PAC-Informed the council of current status of public <br />access on Lake Demontreville. Sketch on file of proposed <br />development which would provide parking for 12 vehicles <br />and a launching ramp. Question raised on procedure and <br />handling of city owned property which would be included <br />in site (Tract 3). Possibilities are 1. Deed to DNR; <br />2. Long term lease or 3. a combination but under any <br />conditions DNR must have control of access. <br />Councilman Morgan suggested this be referred. to Tri-Lakes <br />Association for comment. Mr. Johnson will get on the <br />agenda of next association meeting. <br />Communications: Since the maintenance crew will headquarter at Landfill <br />building, there is a greater need for inter -communications <br />between Landfill, city office and all vehicles. John Mueller <br />suggested the use of CB equipment with single side band as <br />a means of communications. <br />Motion by Mayor Armstrong 2nd by Councilman Pott to author- <br />ize expenditure of up -to $900: for. purchase. of..3 CB units <br />with single sidebands, one unit to be equipped as a base <br />station plus the necessary antennas. Carried 4-0. <br />Councilman Shervheim absent. <br />Bldg. Insp. School-ICBO (North Star) one day: Bldg. Insp. requested <br />permission to attend on November 18, 1977. <br />Motion by Councilman Pott 2nd by Councilman Morgan to <br />authorize Bldg. Inspector Mueller to attend the special <br />meeting Nov. 18 and be reimbursed for time lost from work. <br />Carried 4-0. <br />Leonard Anderson Complaint: Ray Marshall and John Mueller explained that <br />they are scheduled for county court on Wednesday, November 2, <br />1977 in the subject matter. <br />Motion by Councilman Morgan 2nd by Mayor Armstrong that <br />City of Lake Elmo ratifies the action taken to obtain a <br />restraining order against Leonard Anderson. Carried 4-0. <br />
