Minutes of Lake Elmo City Council Meeting, November 1, 1977 pg. 2 <br />Thomas Lindbeck: Has a complaint regarding a trailer located at 8770 <br />Demontreville Trail N. This is part of the Bergmann <br />Addition and it violates restrictive covenants of the <br />addition. It was explained that this was not a city <br />matter. Mr. Lindbeck advised that he was aware of that <br />and he was ta?:ing personal action. He was asking for <br />detail regarding the granting of permits. <br />Green Acres --Mr. Lindbeck asked if something could be <br />done about the fertilizer that is being spread. Counsel <br />advised that several other complaints were received from <br />other sources and matter was being looked into. <br />Hardy culvert --Mayor discussed the possibility of putting in a new drive- <br />way to replace to present driveway and permit installa- <br />tion of culvert through present driveway. Counsel to <br />reevaluate need for culvert installation. <br />Drainage thru Lions Park: Sod has been removed to bring that part of <br />drainage back to near its proper level. A culvert will <br />have to be installed through the lumber company driveway. <br />Councilman Pott will work this out with engineer and <br />city crew. Drainage from culvert to cornfield will be <br />reviewed with lumber company as they are negotiating <br />with VFW on purchase of property where drainage is in- <br />volved. Farmland beyond lumber company will be studied <br />this winter. <br />Drainage-20th. St. Lane North --Motion by Councilman Morgan 2nd by Mayor <br />Armstrong to authorize installation of additional culvert <br />to carry the water to the ponding area and swail the area <br />at the end of the pipe. Carried 4-0. <br />National Guard: Councilman Morgan advised that the National Guard will <br />be back to work on Pebble Park November 12 and 13. We <br />will supply gas and feed them as in the past. <br />Assessment Committee should be operational soon. <br />lst., Immanual & Ideal: Clerk read letter signed by 6 of 7 land owners <br />involved on the subject street. The engineer had met <br />with the individuals on October 3, 1977 and explained <br />the options. The one that met with approval was the <br />improvement of the streets to an urban level; bituminous <br />32' wide, without curbs and with individual landowners <br />responsible for turf restoration. (Estimated cost $16,500.) <br />Engineer should be contacted to make sure that this agrees <br />with one of the alternates offered. <br />Counsel will prepare resolution for consideration at <br />11/15/77 meeting. <br />Civil Defense appointment: Wash. Cty. Civil Defense Office asked if City <br />of Lake Elmo has appointed a director. Nothing has been <br />done to date. Council will consider and discuss at next <br />meeting. <br />
