Minutes of Lake Elmo City Council 'Meeting, November 15, 1977. <br />Meeting called to order at 6:10 pm by Mayor Armstrong. <br />Present: P4ayor Armstrong, Councilman Pott and Councilwoman Lyons. <br />Absent: Councilmen Morgan and Shervheim. <br />Also Present: Adm. Asst. Whittaker, Bldg. Insp. Mueller, Counsel Raleigh <br />and Engineer Noyes. <br />Ed Coleman -Abatement: Lot 5, Beau Haven- Plate 36-37080-2200 <br />Motion by Mayor Armstrong 2nd by Councilwoman Lyons <br />that assessor determine the ratio between lots 1-2-3 and <br />5, based on years 1975, 6 and 7 and adjust market value <br />accordingly. Carried 3-0. Councilmen Morgan and Shervheim <br />absent. <br />Audit: ---- Bob Voto and Skip Carlson representing DeLaHunt,Voto & Co. <br />explained the 1976 audit. Specifically they defined, in <br />more detail, the 6 items listed on page 18 of the audit. <br />Council agreed to investigate and incorporate recommended <br />changes. <br />Motion by Mayor Armstrong 2nd by Councilman Pott author- <br />izing counsel to prepare Resolution R77-11 which would <br />close construction fund on Helmo Ave. Project and transfer <br />the remaining money to debt service account. Carried 3-0. <br />Motion by Councilman Pott 2nd by Mayor Armstrong for counsel <br />to prepare Resolution R77-12 to 1977 cash transfers to <br />affect the interfund audit adjustments. Carried 3-0. <br />L. Anderson: Mr. Anderson advised that he had discussed the plans with <br />the neighbors and they appeared satisfied. Bldg. Insp. <br />Mueller was satisfied as was the pzc who recommended <br />approval. Mr. Anderson assured the council he has not and <br />never did have any intent to do any commercial work in the <br />accessory building. <br />Motion by Councilman Pott 2nd Mayor Armstrong to approve <br />movement of two modular housing units to site at 11120- <br />20th. St. Court. They are compatable units and can be <br />incorporated into final structure. Permit subject to <br />corrected approved plans being submitted and a permit <br />taken out within 30 days from today (November 15,1977). <br />Carried 3-0. <br />Sewer Study Committee: Hugh Madson acted as spokesman for the Sewer <br />Study Committee and reviewed the 6 alternatives in their <br />final statement. Suggested that if the council wanted to <br />appropriate a budget that he was sure the committee would <br />be agreeable to accepting a new charge. As it now stands <br />the next step is up to the council to consider the committee <br />report and determine how they want to proceed. Council <br />will consider alternatives at meeting December 6, 1977. <br />
