pg. 2 <br />Minutes of Lake Elmo City Council Meeting, November 15, 1977. <br />Culverts: Motion by Councilman Pott 2nd by Mayor Armstrong that we table <br />indefinitely installation of the proposed Eagle Point Fork <br />culvert. Carried 3-0. <br />Immanuel., Ideal & First St. No., Road Project. Councilman Pott offered <br />Resolution R77-13, a resolution order improvements, approving <br />plans and specifications and ordering advertisements for bids <br />and requested council confirmation. Second by Councilwoman Lyons. <br />Carried 3-0. Action will be held off until spring and will <br />attempt to include with some other project to keep costs at <br />lowest possible level. <br />Hunting: Council to consider possibility of making Lake Elmo a no hunt- <br />ing.area. Counsel to prepare an ordinance for council to con- <br />sider at meeting December 16, 1977. <br />Assessor: Adm. Assistant Whittaker will contact Bill Park and see if he <br />wants to submit an alternative offer. (The county assessor <br />offer is based on $2.00 per parcel. It is the standard amount <br />charged to all communities now contracting with the county. <br />If the rate goes up it will be the same for all. communities). <br />If Bill does not have an offer comparable to county proposal <br />the original motion accepting the county offer applies. <br />Special Meeting --Motion by mayor Armstrong 2nd by Councilwoman Lyons to <br />hold a special meeting November 21, 1977. Meeting to commence <br />at 7:00 pm in council chambers. Subdivision ordinance will be <br />considered 11/21/77. <br />Newsletter: Discussion relative to the third issue of 1977 newsletter will <br />be added to agenda of special meeting November 21, 1977 <br />Planner: Motion by Mayor Armstrong 2nd by Councilman Pott that Gunnar <br />Isberg be appointed as the Planner for the City of Lake Elmo. <br />Carried 3-0. Gunnar Isberg to be on the agenda December 6, <br />1977 at 6:00 p.m. <br />Land disposition: 1/6 acre North of Bordner -Garner Farmettes. The city <br />appears to have no desire to retain parcel and council feels <br />we should let it go. <br />Metro Park: Letter received from W. Schwab regarding use of the old <br />Raleigh homestead. (Copies to be distributed to council). <br />Refer request to PZC for consideration. Suggest council have <br />a face to face meeting with Mr. Schwab after the first of next <br />year. <br />Civil Defense Director: Postponed appointment. <br />Water Meters: Discussion on water rates and meter charges to be scheduled <br />for the Dec. 6, 1977 meeting. <br />Audit: --- Motion by Councilman Pott 2nd by Mayor Armstrong to approve <br />Mayor and clerk to sign contract for the 1977 audit if maximum <br />amount does not exceed $4,500. Carried 3-0. <br />
