Minutes of Lake Elmo City Council Fleeting, December 6, 1977 <br />Present: Mayor Armstrong, Councilmen Shervheim, Pott and NorcTan and <br />Councilwoman Lyons. <br />Also Present: Adm.Asst.lghittaker, B1dg.Insp.Mueller, Counsel Raleigh, <br />Engineer Noyes and Planner Isberg. <br />Fleeting called to order at 6:08 P.M. by Mayor Armstrong <br />Gunnar Isberg: Mr. Isberg is the newly appointed planner for the City of <br />Lake Elmo. Discussion of a general nature with council and <br />planner. Cities commitment is to get any additional infor- <br />mation on work which has been done so the planner can appraise <br />and utilize it in future plans. <br />Bill Park -Assessor: Mr. Park spoke in his own behalf and explained what <br />he felt were the merits of a local assessor. He agreed to go <br />on a contract basis so the City would no longer contribute the <br />F.I.C.A. and P.E.R.A. Motion Ly Councilman Morgan, 2nd by <br />Councilman Shervheim to contract with Mr. Park as assessor for <br />the City of Lake Elmo for 1978 at a fixed fee of $4,620. ($385. <br />per month). Carried 3-2 Councilwoman Lyons and Councilmen <br />Shervheim and Morgan voting in favor and Mayor Armstrong and <br />Pot•t against. <br />J. "dueller: B1dg.Insp.14ueller requested permission to attend several <br />conferences and luncheons being sponsored by State of Minn. <br />Building Dept., includes 3 days of schooling_, estimated cost <br />$350. Motion by Councilman Shervheim, 2nd by Councilwoman <br />Lyons to approve up to $350. for Bldg. Ins.Mueller to attend <br />meetings and schools for building inspectors. Carried 4-0 <br />Councilman Morgan abstained. <br />Mr. Mueller recommended City consider purchase of a heat loss <br />meter and hot spot detector. Clerk to investigate cost and <br />report back. <br />Lenny Anderson Permit: Mr. Burns and Mr. White complained about the <br />issuance of a building permit to Mr. Anderson. B1dg.Insp. <br />advised that he had issued a permit to Mr. Anderson and all <br />plans were in compliance with City and State codes. Citizens <br />were concerned that Mr. Anderson will use facility for a <br />commercial enterprise. The Mayor explained that the City <br />can't presume it can act only on facts presented to them. <br />Citizens also complained about violation of Mr. Anderson <br />living in an incomplete structure. They claim they have <br />witnessed him living in the structure. B1dg.Insp. advised <br />that Mr. Anderson stated on the witness stand that he was <br />not living in this building. If citizens want to file <br />separate complaints against FRr. Anderson they can contact <br />counsel Marshall. <br />
