Minutes of Lake Elmo City Council Meeting, December 6, 1977 - Page 2 <br />John Arent: 9035 loth St. N. - Requested a special use permit for a dog <br />kemmel at the stated address. Mr. Arent wants to keep up to <br />50 doges, currently has 13. He has permission from people <br />leasing from Dayton -Hudson to use the property for training. <br />Several problems were discussed: 1.Discharging live ammuni- <br />tion in violation of City ordinance; 2.Trespassing on adjoining <br />property; 3.Noise etc. Counsel instructed to draft up a <br />resolution approving but listing items which would not be <br />permitted. <br />Snowplowing: Engineer Noyes claimed they had not seen the final of the <br />Subdivision ordinance. Iie will arrange to review and make <br />comments. <br />Snowplowing of streets in Demontreville Highlands and Lake <br />Jane Bills 2nd addition even though roads have not received <br />final approval from engineer. <br />Motion by Councilman Shervheim, 2nd by Mayor Armstrong that <br />engineer send a letter to the developer that the City will <br />plow snow off the streets in the interest of safety however, <br />we do not want this misconstrued as final acceptance of the <br />streets since we do see some corrections necessary. <br />Carried 5-0 <br />Mining Permits: Engineer Noyes advised that mining inspections would <br />be completed as soon as weather warms up, probably in the <br />next week. <br />Police Protection: Scotty Lyall advised that the new proposal for hours <br />is a change over what we are receiving. Currently we have <br />8 hrs./day Sunday thru Wednesday and 16 hrs/day Thursday thru <br />Saturday. Proposed coverage is 8 hrs/day Saturday-thru Tuesday <br />and 16 hrs/day Wednesday thru Friday, Council feels that the <br />16hr requirement on Saturday is a necessity. No action until <br />official contract proposal is received from County. <br />No hunting: Discussion pro and con on the merits of a no hunting ban for <br />all of the City of Lake Elmo. Comments were received from <br />interested citizens. ,lotion by Councilman Shervheim 2nd by <br />Councilman Morgan that current regulation remain basically <br />the same except for the following: Lessee will not be permitted <br />to give approval to hunt on leased property; permission can <br />only be given by owner. Consideration should also be given <br />to a description of property on which the owner has given <br />written dated approval. Adequate signs, "Gun Ordinance Enforced" <br />will be posted on all road entrances to Lake Elmo and all <br />roads off thru highways and finally stricter enforcement of all <br />regulations. Counsel to redraft ordinance taking these changes <br />into account for consideration at Dec. 20,1977 meeting_. <br />Carried 5-0 <br />
