R-77-4 <br />RESOLUTION <br />CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />A RESOLUTION RELATING TO TRAFFIC REGULATION, <br />TRAFFIC HAZARDS AND REQUESTING SPEED ZONE STUDIES <br />WHEREAS, the City police officer has called to the attention of <br />the City Council certain traffic hazards within the City - namely: <br />(1) In the opinion of the City police officer the no parking <br />zones on the North side of DeMontreville Trail create a traffic <br />hazard because it does not leave any adequate place for cars to <br />pull off the road and in recent weeks there has been a need for <br />parking because of cars used by construction crews working on houses <br />in the area. <br />(2) The City police officer reported that the speed limits on <br />Olson Lake Trail from Lake Jane Trail North, on DeMontreville Trail <br />North and on Hidden Bay Trail are too high and as a result, vehicles <br />are permitted to travel at unsafe speeds on those streets. He reported <br />that the same may be true of Lake Elmo Avenue North between 20th Street <br />North and State Highway 212 and on State Highway 212 itself within a <br />half mile in either direction from its intersection with Lake Elmo <br />Avenue North and 15th Street from County Road 13 West; and <br />WHEREAS, The City Council feels that it is necessary and impor- <br />tant for the safety of the public that action be taken immediately to <br />reduce or eliminate such traffic hazards: <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City <br />of Lake Elmo as follows: <br />1. That the no parking signs on the North side of DeMontreville <br />Trail be removed by the City`s maintenance department as soon as is <br />reasonably possible. <br />2. That the Washington County Highway Department and the State <br />of Minnesota be, and the same hereby are, requested to make all neces- <br />sary speed zone studies on each of the above -described city streets or <br />county roads for the purpose of determining the maximum safe speed <br />which should be permitted on such streets or roads and that appropriate <br />orders be issued by the Department of Transportation and the County <br />Highway Department providing for the establishment of appropriate speed <br />limits on such streets or roads. <br />IT IS FURTHER RESOLVED, that the City Clerk be authorized and <br />directed to send copies of this Resolution to the appropriate officers <br />of the County Highway Department and the Minnesota Department of Trans- <br />portation. <br />Adopted by the City Council this 17th day of May 1977. <br />Attest: Thomas G.
