MINUTES. OF LAKE ELMO CITY COUNCIL MEETING, JANUARY 17, 1978. <br />Meeting called to order at 5:15 p.m. by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilmen Pott, Shervheim (5:15-9:30) and <br />Morgan (6:00) and Councilwoman Lyons. <br />Also present: Adm. Ase't. Whittaker, nldg. Insp. Mueller (5:30-?:45) <br />Counsel Raleigh (9:08) and Engineer Noyes (7:30). <br />Maynard Eder -Deputy Treasurer --City Rep. on AMM: Mr. Eder reviewed <br />the activities of the AMM. One item in policy review <br />is the Green Acres Law. There are proposed changes <br />which may allow ;the homeowner::and the city -to have <br />a joint voice on Green Acre determination. Mr. Eder <br />requested the city consider this and relate to 'him <br />how he should act on behalf of the city. The AMM <br />will be discussing this at their meeting February 2. <br />This applies to Urban service area. Another item on <br />AMM agenda is self liability. Recommendation city <br />review their insurance and make sure that policy <br />maximum does not exceed $300,000. <br />(45 min.) Mr. Eder requested that he come back before the Council <br />(February 21, 1978-at 5.:00 p.m.) to discuss zero base <br />planning --how it works, how we could apply it or if <br />we are interested in it. <br />John Mueller --Bldg. Insp.: Review discussion on establishing a minimum <br />drain field. <br />Motion by Councilman Pott 2nd by Mayor Armstrong <br />directing counsel to draw up an ordinance amendment <br />(#701 of City Code) establishing a minimum drainfield <br />of 300 sq. ft. <br />Mr. Mueller suggested the appearance of Mr. PaulStegmeier <br />before.the,fire department (possibly other fire dopts. <br />could be invited) to discuss woodburning stoves. { <br />Mr. Mueller will explore availability and costa in- <br />volved. <br />Complaint: Mrs. Lee advised that -she thought the -council should do some- <br />thing about the ducks that Mr. Swanson keeps„ She <br />objected to the nuisance and tb#.odor in the spring, <br />summer and fall. Mr. Whittaker was instructed to write <br />Mr.. Swanson regarding this complaint. <br />Todd Williams: He appeared relative to a personal disagreement relative <br />tp the wording of Resolution R77-17, specifically lines <br />3.4.5 and 6 of paragraph 1. After considerable dis- <br />oussion council decided against any change in resolution. <br />Ire also asked council to contract with engineer to <br />review the status of systems and engineer alternative <br />systems: post to be on pass-thru basis. <br />Tom Noyes --Wastewater proposal: Engineering,outline.-study with facts <br />and figures covering 5 alternatives is $7500. A total <br />package with all detail to make application for possible <br />grants would be $30,000. <br />
