MINUTES OF LAKE ELMO CITY COUNCIL MEETING, Babruary 210 1978. <br />SUP-Vali Hi; Motion by Councilman Shervheim 2nd by Mayor Armstrong to <br />approve issuance of -SUP to Vali-Hi Drive In Theatre. <br />Carried 5-0. <br />Councilman Shervheim offered Resolution R78w1.2, A Resolution Opposing <br />Proposed Legislation to Expand the Washington County Board <br />from Five to Seven Members (SF 1966 & TIP 1740) and moved <br />for its adoption. 2nd by Councilman Pott, Carried 4-0. <br />with Mayor Armstrong abstaining. <br />Financial report has been distributed to the council for review. if <br />any member of the council has any questions they should <br />direct them to the clerks <br />Minutest Motion by Councilman Morgan 2nd by Mayor Armstrong to approve <br />the minutes of the February 7, 1978 meeting of the council <br />as submitted, Carried 5�0. <br />R. J. Connors --application to bring 250 yda, of sand fill on his property <br />,at 9250 Lake Jane Trail. City approval and Valley Brand <br />Watershed District are required. Motion by Councilman <br />Morgan 2nd by Mayor Armstrong to authorize clerk to co- <br />ordinate response with VBWD an4 sign application, <br />Carried S-ot <br />Water System --Reports received from the Minnesota Department of Health <br />giving the Lake Elmo System a rating of 93 and Cimarron <br />A rating of 97, In both oases, one recommendation for im- <br />provement stands out, that of having a second well and a <br />second storage facility, <br />Polioet Gary Swanson, local patrol offi'oer, reported that an accident <br />had occurred in the city parks. A Woman, cross country <br />skiing, broke her leg. There was a slight delay because <br />of availability of rescue equipment, Suggestion was made <br />that the Fire Department be equipped to handle such emer- <br />gences. Clerk instructed to convey this request to the <br />Fire Department, <br />Claimst Motion by Councilman Shervheim 2nd by Councilwoman Lyons to <br />approve payment of claims 78111 thru 78130. Carried 4-1, <br />Mayor Armstrong voiced objection to $100. in the engineers <br />file for i94 consultation. <br />Parks; Councilman Morgan advised that the Park Advisory Board had re- <br />ceived quotations from Kirsoht & Associates.to draw up <br />proposed layout for Tablyn and Lions Park. Quote dated <br />January 27, 1978.. Motion by Councilman Morgan to accept <br />quote of Kirscht Associates, Inc. of $4,000. to prepare <br />plans for Lions Park and Tablyn Parka.2nd,.�. by Councilman <br />Shervheim. Carried 5-0. <br />Motion by Councilman Morgan, 2nd by Mayor Armstrong -to <br />appoint Diane Trudeau as the Representative for the City <br />of Lake Elmo on the County Park Commission. 1st. alternate <br />Sue Dunn. Carried 5-0. <br />
