Minutes of the Lake Elmo City Council Meeting, February 7, 1978. Meeting called to order at 7:33 p.m., by Mayor Armstrong. Present: Mayor Armstrong, Councilmen Pott, Morgan and Shervheim (7:38) and. Councilwoman Lyons-(7:38). Also present: Adm. Ass't. Whittaker, Bldg. Inspector Mueller and Counsel Raleigh. Minutes: Motion by Councilman Morgan 2nd by Councilman Pott to accept the minutes of the Council Meeting of January 17, 1978 as submitted. Carried.3-0. Councilman Shervheim and Councilwoman Lyons not present. Administrative Policy: Motion by Councilman Pott 2nd by Councilman Morgan to adopt the following as administrative Policy. The City Council will meet on the first and third Tuesday of each month. The meeting on the first Tuesday will. commence at 7:30 p.m. and adjourn at 10:30 p.m. The meeting on the third Tuesday will commence at 5:00 p.m; break for dinner from 6:30 to 7:30 p.m, and adjourn -at 10:30 p.m. The agenda will be prepared by the city office (deputy clerk and administrative assistant) within the scheduled time frame. Only that portion between 5:00 and 6:30p.m. dh the Third Tuesday will be reserved. This period is exclusively for; A. Determining general direction for those groups advisory to the council (fire dept., Park Advisory Committee, Planning. -Zoning Committee, Sewer Committee, Assessment Committee, Police Committee or other committees that the council may appoint), and R. Meetings of the sub- committees of the council ( Animal Control, Public Safety, Roads, Building, Water and Sewer or other). At the beginning of each meeting the council will review and accept the agenda for that meeting. A regularly scheduled break of 5-10 minutes is to be in- cluded in the agenda after l 1/2 hours of continuous meet- ing. Any change to the adopted policy, -for and partiaallar meet- ing, must be a motion approved by a majority of the council members present at that meeting. Carried 5-0. Jerry Courselle--Senior in Architectural Engineering at U. of Minn. Suggested the use of the old village of Lake Elmo as a subject for his thesis. Council was receptive to ideas presented. Motion by Councilman Pott 2nd by Councilman Morgan to encourage the project and support it by picking up any expenses incurred up to $300.00. Carried 5-0.
