Minutes of the Lake Elmo City Council Meeting, February 7, 1978. <br />Meeting called to order at 7:33 p.m., by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilmen Pott, Morgan and Shervheim (7:38) <br />and. Councilwoman Lyons-(7:38). <br />Also present: Adm. Ass't. Whittaker, Bldg. Inspector Mueller and <br />Counsel Raleigh. <br />Minutes: Motion by Councilman Morgan 2nd by Councilman Pott to accept <br />the minutes of the Council Meeting of January 17, 1978 <br />as submitted. Carried.3-0. <br />Councilman Shervheim and Councilwoman Lyons not present. <br />Administrative Policy: Motion by Councilman Pott 2nd by Councilman Morgan <br />to adopt the following as administrative Policy. The City <br />Council will meet on the first and third Tuesday of each <br />month. The meeting on the first Tuesday will. commence at <br />7:30 p.m. and adjourn at 10:30 p.m. The meeting on the <br />third Tuesday will commence at 5:00 p.m; break for dinner <br />from 6:30 to 7:30 p.m, and adjourn -at 10:30 p.m. <br />The agenda will be prepared by the city office (deputy <br />clerk and administrative assistant) within the scheduled <br />time frame. Only that portion between 5:00 and 6:30p.m. <br />dh the Third Tuesday will be reserved. This period is <br />exclusively for; A. Determining general direction for those <br />groups advisory to the council (fire dept., Park Advisory <br />Committee, Planning. -Zoning Committee, Sewer Committee, <br />Assessment Committee, Police Committee or other committees <br />that the council may appoint), and R. Meetings of the sub- <br />committees of the council ( Animal Control, Public Safety, <br />Roads, Building, Water and Sewer or other). <br />At the beginning of each meeting the council will review <br />and accept the agenda for that meeting. <br />A regularly scheduled break of 5-10 minutes is to be in- <br />cluded in the agenda after l 1/2 hours of continuous meet- <br />ing. <br />Any change to the adopted policy, -for and partiaallar meet- <br />ing, must be a motion approved by a majority of the council <br />members present at that meeting. Carried 5-0. <br />Jerry Courselle--Senior in Architectural Engineering at U. of Minn. <br />Suggested the use of the old village of Lake Elmo as a <br />subject for his thesis. Council was receptive to ideas <br />presented. Motion by Councilman Pott 2nd by Councilman <br />Morgan to encourage the project and support it by picking <br />up any expenses incurred up to $300.00. Carried 5-0. <br />
