pg• 3 <br />Minutes -Lake Elmo City Council Meeting, March 21, 1978. <br />Parks: Councilman Shervheim offered Resolution R78-15 stating that <br />the regional park is large enough and object to pur- <br />chasing of additional 40 acres on East end of Mears <br />land. Council also does not feel the Northern half <br />of Mears property should not be included in park area. <br />(County Commissioners to receive copies of resolution.) <br />Carried 5-0. <br />Parking on Take Elmo Ave. and Lower 33rd. ST. No.: Mr.. Hagstrom should <br />be advised of situation. There is a legal 33' re- <br />quirement because of the hydrant and county requests <br />a 75' no parking area. <br />Agenda Modification: Motion by Councilman Pott 2nd by Mayor Armstrong <br />to extend meeting to 10:50 p.m. to allow adequate <br />time to conclude all business. Carried 5-0. <br />Clerk's Report: Copies of 208 report circulated and available in city <br />.office. <br />Cimarron Speed Zone: Report from Hwy. dept. regarding speed regulations. <br />Final action hinges on whether this road is classified <br />as a street or highway per M.S. 169.01 subd. 29. <br />Counsel will check and advise. <br />Claims: Motion by Councilman Morgan 2nd by Councilman Shervheim to <br />authorize payment of claims 78171 thru 78193. <br />Carried 5-0. <br />Minutes: Motion by Councilman Morgan 2nd by Mayor Armstrong to approve <br />minutes of Council Meeting March 7, 1978 as submitted.. <br />Carried 5-0. <br />Arbor Proclamation: Mayor Armstrong proclaimed April 28, 1978 as Arbor <br />Day in Lake Elmo and further proclaimed the Month of <br />May as Arbor Month and called.upon the public spirited <br />and forsaghted citizens of our city to plant trees <br />now for the enjoyment of us and future generations. <br />Merill-Lynch: Motion by Councilman Shervheim 2nd by Mayor Armstrong <br />to approve clerk -treasurer Mehsikomer as the person <br />authorized to maintain an account, on behalf of the <br />City of Lake Elmo, with Merrill,Lynch, Pierce,Fenner <br />and Smith for purchase and sale of approved bonds. <br />Carried 5-0. <br />VBWD: Letter from secretary Hedges relative to the flood elevations in <br />Lake Elmo. The letter was intended as their response <br />to the letter from •the Flood insurance Study. City <br />should establish which of the various flood elevations <br />on each area are official. so that everyone is governed <br />by the same regulation. <br />
