Parks: Councilman Shervheim offered Resolution R78-15 stating that the regional park is large enough and object to pur- chasing of additional 40 acres on East end of Mears land. Council also does not feel the Northern half of Mears property should not be included in park area. (County Commissioners to receive copies of resolution.) Carried 5-0. Parking on Take Elmo Ave. and Lower 33rd. ST. No.: Mr.. Hagstrom should be advised of situation. There is a legal 33' re- quirement because of the hydrant and county requests a 75' no parking area. Agenda Modification: Motion by Councilman Pott 2nd by Mayor Armstrong to extend meeting to 10:50 p.m. to allow adequate time to conclude all business. Carried 5-0. Clerk's Report: Copies of 208 report circulated and available in city .office. Cimarron Speed Zone: Report from Hwy. dept. regarding speed regulations. Final action hinges on whether this road is classified as a street or highway per M.S. 169.01 subd. 29. Counsel will check and advise. Claims: Motion by Councilman Morgan 2nd by Councilman Shervheim to authorize payment of claims 78171 thru 78193. Carried 5-0. Minutes: Motion by Councilman Morgan 2nd by Mayor Armstrong to approve minutes of Council Meeting March 7, 1978 as submitted.. Carried 5-0. Arbor Proclamation: Mayor Armstrong proclaimed April 28, 1978 as Arbor Day in Lake Elmo and further proclaimed the Month of May as Arbor Month and called.upon the public spirited and forsaghted citizens of our city to plant trees now for the enjoyment of us and future generations. Merill-Lynch: Motion by Councilman Shervheim 2nd by Mayor Armstrong to approve clerk -treasurer Mehsikomer as the person authorized to maintain an account, on behalf of the City of Lake Elmo, with Merrill,Lynch, Pierce,Fenner and Smith for purchase and sale of approved bonds. Carried 5-0. VBWD: Letter from secretary Hedges relative to the flood elevations in Lake Elmo. The letter was intended as their response to the letter from •the Flood insurance Study. City should establish which of the various flood elevations on each area are official. so that everyone is governed by the same regulation.
