Minutes of Lake Elmo City Council Meeting, March 7, 1978. Meeting called to order at 7:32 p.m., by Acting Mayor. Shervheim. Present: Mayor Armstrong (7:40) Councilmen Morgan, Pott and Shervheim and Councilwoman Lyons (7:39). Also present: Adm. Assistant Whitthker, Bldg. Insp. Mueller, Counsel Raleigh and Engineer Noyes. Agenda: Request to delay Hjelmgren SUP until meeting 3/21/78. Request to include Environmental work sheet for Foxfire and Green Acres while Engineer Noyes and Bruce Folz are present. Motion by Councilman Morgan 2nd by Councilman Pott to approve agenda for meeting of March 7, 1978 as amended. Carried 3-0. Bldg. Insp. Policy: Bldg. Insp. and Adm. Ass't. reviewed the proposed plan and incorporated recommended changes. Recommendation that revised ordinance be rewritten and returned to council. for final approval. Bldg. Insp. requested the city to purchase a phone answering instrument to assist him in the duties of bldg. inspector. Motion by Councilman Shervheim 2nd, by Councilwoman Lyons to approve up to $300.00 for the purchase of phone answering system to be retained by bldg. insp., but is city property. Carried 5-0. office Heating:System: Along with renovation of office area the heat- ing system needs revision; and estimate of cost is ''$4-0.0.;0.0. Motion by Councilman Shervheim 2nd by Councilman Morgan to approve expenditure of up to $400.00 to modify heating system in office area. Carried 5-0. Mobile Home Code: Bldg. Insp. informed the city council that the City adopt a 'Mobile Home Code by June 1, 1978. if this is not done state will enforce and bill for each inspection at $15„00 each. Uniform Fire Code: Bldg. Insp, advised that this must be resolved, Newsletter: Mollie Hedges presented the council with some costs for publication of a newsletter. Since her last visit she re- ceived a new suggestion from Gene Johnson who publishes a Free Press„ He suggests the possibility that center section (4) pages be prepared as newsletter. Council was interested in more information and asked Mrs. Hedges to invite Mr.Johnson to the dinner hour on March 21 and possibly into the next half hour after dinner to explain his proposal. (7:30 to 8:00p.m.). Fire Chief: James Bjorkman advised the council he had reviewed the Foxfire-Green Acres Plats and that he was opposed to the lack of access roads. 911 Emergency Telephone Plan is good in principle but the cost is excessive. Motion by Councilman Shervheim 2nd by Mayor Armstrong to send a letter to the Washington County Board objecting to the ex- cessive costs in implementing and maintaining the 911 Emergency Telephone Plan. Carried 5-0.
