Minutes of Lake Elmo City Council Meeting, March 7, 1978. <br />Meeting called to order at 7:32 p.m., by Acting Mayor. Shervheim. <br />Present: Mayor Armstrong (7:40) Councilmen Morgan, Pott and Shervheim <br />and Councilwoman Lyons (7:39). <br />Also present: Adm. Assistant Whitthker, Bldg. Insp. Mueller, Counsel <br />Raleigh and Engineer Noyes. <br />Agenda: Request to delay Hjelmgren SUP until meeting 3/21/78. <br />Request to include Environmental work sheet for Foxfire <br />and Green Acres while Engineer Noyes and Bruce Folz are present. <br />Motion by Councilman Morgan 2nd by Councilman Pott to approve <br />agenda for meeting of March 7, 1978 as amended. Carried 3-0. <br />Bldg. Insp. Policy: Bldg. Insp. and Adm. Ass't. reviewed the proposed <br />plan and incorporated recommended changes. Recommendation <br />that revised ordinance be rewritten and returned to council. <br />for final approval. <br />Bldg. Insp. requested the city to purchase a phone answering <br />instrument to assist him in the duties of bldg. inspector. <br />Motion by Councilman Shervheim 2nd, by Councilwoman Lyons to <br />approve up to $300.00 for the purchase of phone answering <br />system to be retained by bldg. insp., but is city property. <br />Carried 5-0. <br />office Heating:System: Along with renovation of office area the heat- <br />ing system needs revision; and estimate of cost is ''$4-0.0.;0.0. <br />Motion by Councilman Shervheim 2nd by Councilman Morgan to <br />approve expenditure of up to $400.00 to modify heating system <br />in office area. Carried 5-0. <br />Mobile Home Code: Bldg. Insp. informed the city council that the City <br />adopt a 'Mobile Home Code by June 1, 1978. if this is not done <br />state will enforce and bill for each inspection at $15„00 each. <br />Uniform Fire Code: Bldg. Insp, advised that this must be resolved, <br />Newsletter: Mollie Hedges presented the council with some costs for <br />publication of a newsletter. Since her last visit she re- <br />ceived a new suggestion from Gene Johnson who publishes a <br />Free Press„ He suggests the possibility that center section <br />(4) pages be prepared as newsletter. Council was interested <br />in more information and asked Mrs. Hedges to invite Mr.Johnson <br />to the dinner hour on March 21 and possibly into the next half <br />hour after dinner to explain his proposal. (7:30 to 8:00p.m.). <br />Fire Chief: James Bjorkman advised the council he had reviewed the <br />Foxfire-Green Acres Plats and that he was opposed to the lack <br />of access roads. <br />911 Emergency Telephone Plan is good in principle but the <br />cost is excessive. <br />Motion by Councilman Shervheim 2nd by Mayor Armstrong to send <br />a letter to the Washington County Board objecting to the ex- <br />cessive costs in implementing and maintaining the 911 Emergency <br />Telephone Plan. Carried 5-0. <br />
