Minutes - Lake Elmo City Council Meeting, April. 4, 1978 <br />Meeting called to order at 7:35 by Acting Mayor Shervheim. <br />Present: Mayor Armstrong (7:37), Councilmen Pott, Morgan and Shervheim <br />and Councilwoman Lyons. <br />Also present: Adm.Asst.Whittaker, Counsel Raleigh (9:20) and engineer <br />Noyes. <br />Agenda: Add water Meter Reader to Personnel Committee report. Motion <br />by Councilman Pott, 2nd by Councilman Morgan to accept agenda <br />as amended. Carried 4 -- 0. Mayor Armstrong abbent at time <br />of vote. <br />94-Frontage Road: Approximately 30 residents or interested persons <br />appeared to listen to and question proposal for the 1 94 <br />Frontage Roads as submitted by MN/DOT. Mayor expressed opinion <br />the change from attached to detached roads should be the <br />responsibility of the landowners involved and they should cover <br />any excess cost over the proposed MN/DOT road. <br />Engineer Noyes made presentation that MN/DOT estimated additional <br />cost of $550,000 between Ct.y.Rd. 13 & Cty.Rd. 19. Mr. Noyes <br />advised that his calculation was considerably .less than the <br />MN/DOT proposal. <br />Councilman Shervheim expressed his concern that the City should <br />determine specifically what it desires and then negotiate with <br />MN/DOT. It was pointed out that the City of Woodbury had <br />accomplished an approved detached road with a minimum of incon- <br />venience. <br />The recommendation of the PZC listing 8 objections to the <br />proposed attached road. <br />Councilman Shervheim offered Resolution R78-16 authorizing <br />Counsel, engineer and adm.ass't to put together the City <br />recommendation for alternatives to I-94 road proposal, including <br />PZC comments, distribute for final Council review and then <br />present to MN/DOT the week of April 10, 1978 and asked for <br />Council approval. Second by Councilman Pott. Carried 5 - 0. <br />Tri-Star Concept. Approval: Lee Rossow requested concept approval of <br />the Tri-Star plat of 9 - 5 acre lots on 48 acres at 11459 - <br />60th St. No. <br />Motion by Councilman Shervheim, 2nd by Mayor Armstrong to <br />support recommendation of PZC and grant concept approval. <br />Carried 5 - 0. <br />Washington County Juvenile Day Treatment Center: Bill. Schwab, Judge <br />Albertson and Bodo Suemnig were on hand to discuss the proposal <br />to make the Raleigh Farm, 2509 Inwood Ave. No. into a Day <br />Treatment Center. Mr. Schwab explained the project and the <br />proposed changes to the structure involved. Citizens were <br />allowed to question Mr. Schwab to get first hand information. <br />If approved, occupancy is planned for August 1, 1978. Building <br />is planned for future use as part of the park facility. <br />Motion by Councilman Shervheim, 2nd by Councilwoman Lyons to <br />table action until meeting of the council on April 19, 1978 <br />and in the meantime a joint meeting between County Board and <br />City Council will be held to resolve problems and establish <br />
