Minutes of the Lake Elmo City Council Meeting, 5/16/78 <br />Meeting called to order at 5:07 p.m. by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilmen Pott, Morgan and Shervheim and <br />Councilwoman Lyons. <br />Also present: Administrative Assistant Whittaker, Bldg. Insp. Mueller and <br />Engineer Noyes (6:00pm) <br />Agenda: Motion by Mayor Armstrong 2nd by Councilwoman Lyons to approve <br />agenda -• carried 5-0. <br />Jerry Coursolle: Mr. Coursolle gave a resume of his proposal for a master <br />plan for what is described as the old village area. Lay- <br />outs and sketches picturing his proposal. were reviewed. <br />Mr. Coursolle was putting together the final plan which <br />he will present at 7:30 p.m., June 6, 1978. He plans to <br />have two of his instructors in attendance. <br />Newsletter: Some question exists as to what our costs are relative <br />to preparation and printing of the Lake Elmo newsletter. <br />A bill had been received from Mollie He-_dges for $1.00. <br />covering preparation. Some of the council was not aware <br />that these costs were in addition. to our commitment to <br />Mr. Johnson of The Free Press. Since a six month commi.t- <br />mont has already been made for •the newsletter it was <br />decided to continue. <br />Motion by Mayor Armstrong 2nd by Councilman Morgan to <br />approve up to $75.00 per issue preparation charge for the <br />two June Newsletters. Future issue cost approval will <br />be reconsidered later. Carried 5-0. <br />Meeting recessed at 6:33 p.m. <br />Meeting reconvened at 7:30 p.m. in the Cimarron meeting room. <br />Sewer Seminar-U. of M.--Motion by Councilman Pott 2nd by Councilman Shervheim <br />to approve expenditure and time for Sewer Inspector Wier <br />to attend part of the sewer seminar June 8 and/or 9th,1978. <br />Carried 4-0. Councilwoman Lyons not present at vote. <br />Smoke Alarms: City has approximately 75 Honeywell Fire Alarms which were <br />purchased for a special promotion. Council was asked for <br />permission to move at a discounted price. Motion by <br />Councilman Morgan 2nd by Councilman Shervheim authorizing <br />a special "While They Last" Sale for the Honeywell Smoke <br />Detectors at $15.00. Carried 4-0. <br />Animal Patrol: Adm. Ass't. Whittaker advised that Oakdale was willing to <br />sell us 40 hours a month or 25% of the dogcatchers time <br />at $350.00/month:' Cost would include only catcher,vehicle <br />and mileage. Lake Elmo would have to negotiate its own <br />deal with a kennels for room and board and euthenasia. <br />Motion by Councilman Shervheim 2nd by Mayor Armstrong to <br />approve acceptance of the Oakdale Animal Patrol offer for <br />40 hrs./month at $350.00 per month. Carried 4-0. <br />Motion by Councilman Morgan 2nd by Mayor. Armstrong author- <br />izing Adm. Ass't. Whittaker to negotiate the necessary <br />animal housing and disposition contract. <br />
