Minutes of the Lake Elmo City Council Meeting, May 16, 1978. page 2 Cimarron Speed Zones: Question raised by Cimarron residents as to what has happened relative to the speed zone adjustment for the perimeter road in Cimarron. Clerk advised that we were waiting for word from Counsel as to whether street meets M.S. 169.01, subdivision 29. If it does, state will issue special speed limit authorization of 25MPH. 194 Frontage Roads: Question raised if we adequately handled notification of residents and landowners in the affected area. Some of those involved couldn't possibly have had adequate time to get inquiry and respond. A second letter will be sent to landowners with a little more detail. A map will be compiled showing per parcel decision of landowners. Returns will be received by the city office thru June 5th. City to encourage all landowners to respond. Hjelmgren SUP: Motion by Councilman Shervheim 2nd by Councilman Pott authorizing completion of building 10899-32nd.5t N. Work to be completed within 45 days. Carried 5-0. Motion by Councilman Morgan 2nd by Mayor Armstrong to approve minutes as amended. Carried 5-0. Claims: Motion by Councilman Pott 2nd by Councilman Morgan to approve payment of claims 78290 thru 78311. Carried 5-0. Foxfire: Letter (5/11/78) received from Mn.Environmental Quality Board advising they had no objections to the negative EIS requirement for Foxfire and Green ACres and city had authority to proceed with next phase of approval. Board of Review: Reminder that council attendance required at Board of Review. Date is June 7, 1978, hours 9:00 A.M. to 3-00p.m. Request for grate on 20th. St. Lane N.: Mr. White asked for a grate over culvert at this location. Engineer said this is an at grade drainage and covering this pipe could restrict amount of flowage thru pipe. VBWD: Clerk advised that $500.00 was received from VBWD as a consideration for use of the city hall for their meetings. Sewer. Committee: Mr. A.R.(Tony) Friedrich advised the council that he was resigning as a member of the sewer study committee because of his forthcoming move to Arizona. C.N.W. Rwy.: Petition from CNW Rwy. Co. for authority to remove 517 feet of track spur (#k10) in Lake Elmo. Property owners abutt- ing track to be contacted for their comments prior to any city action.
