Minutes of Lake Elmo City Council Meeting, July 18, 1978. <br />Meeting called to order at 5:10 p.m., by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilmen Pott, Morgan and Shervheim and Councilwomen <br />Lyons. <br />Also Present: Adm. Ass1t. Whittaker, Building Inspector Mueller (8:00) counsel <br />Raleigh and Engineer Noyes. <br />Agenda: changes- Insert between 8:30-9:00 p.m. 2 Resolutions and disaster aid. <br />Move old business items A and B between 8:30-9:00 P.M. <br />Add after old business item G - Ridgeway vacation and Foxfire <br />drainage. <br />Motion by Couccilman Pott 2nd by Mayor Armstrong to approve minutes <br />as amended. Carried 5--0. <br />Sub -division Ordinance: Several items were discussed such as definition of a simple <br />sub -.division; gravel vs. blacktop roads in 5 acre zones; premature <br />sub -division -minimum standards (401-080) protected area- generalized <br />language (401-360); and on page 33 of draft use of dedicated land <br />should be changed to read 'parks or other public purpose,." Items <br />should be discussed with Gunnar Isberg for his review and recommen- <br />dation and then a final ordinance prepared for approval. <br />I 94 Frontage Roads: Mr. Shervheim advised that he had discussed attached --detached <br />I 94 roads with Mr. Tucker and he agreed to alternative A. to <br />dedicate. Written confirmation has not been received. Councilwoman <br />Lyons advised that Mr. Reagan had given verbal approval to alternative <br />A and Ed Durow was also considering A but was still checking. One <br />of MNDOTTs requirements is that owners know that they might get <br />paid for land but they are still willing to give land. A second <br />requirement this that the City of Lake Elmo would have to agree to <br />pay any difference in cost. There were motions and amendments to <br />motions that failed for lack of a second. <br />Motion by Councilman Pott 2nd by Mayor Armstrong to continue to <br />negotiate with MNDOT but split road into two segments -one west of <br />19 the other east of 19 but to concentrate on the western segment. <br />Carried 5--0. <br />Meeting recessed at 6:35 p.m. for supper hour. <br />Hearing -Vacation of Bennet & Argyle streets <br />Mayor called the hearing to order at 7:30 p.m. <br />Mayor asked if anyone in attendance wanted to speak for or against <br />the vacation. There was none. <br />Motion by Councilman Shervheim 2nd by Councilman Morgan to con- <br />tinue hearing until next meeting at which time a determination may <br />be made. Carried 4-0. Councilman Pott not present when vote was <br />taken. <br />Cimarron : Mayor advised that junk had not been removed from water tower area. <br />Council instructed Mr. Whittaker to write letter to Cimarron al- <br />lowing 10 days to have the area cleaned up or city will take action. <br />Pebble Park Councilman Morgan advised that the National Guard will be at Pebble Park <br />for one day (July 30, 1978) to do some necessary grading. Motion <br />by Councilman Shervheim 2nd by Mayor Armstrong to approve necesa <br />sary expenses (food & diesel fuel) required by the guard for this <br />one day operation. Carried 4-0. <br />
