Council Meeting Minutes coast. <br />Huff & Puff Days— Councilman Morgan offered Resolution R78-21 Proclaiming. August <br />19 and 20, 1978 as Huff & Puff Days in the City of Lake Elmo and <br />requested council to approve 2nd by Councilman Shervheimy Carried <br />40. <br />Signs— Councilman Morgan advised he had received a request put an additional 25 <br />m.p.h. speed sign at Deer Pond Court and Hidden Bay Road. Also <br />complaints relative to weeds along roads in Tri Lakes Area. <br />Metro Park— Weeds: Bill Schwaub acknowleged receipt of letter from city relative to <br />thistles in the park. IIe advised that county crews would be taking <br />care of problem by cutting and spraying. <br />Highway 36 Rezoning: Rob Chelseth— Planner presented one option on how the Hwy, 36 <br />Corridor could be developed. Potentially there are 125 acres that <br />could be commercial.but+it would have t o.be limited to those that <br />would not require municipal sewer. Dal of corridor limited to <br />farming or single family housing. Session was opened to questions <br />from PZC ancP citizens in attendance. Members of PZC requested <br />information from the council as to just what was expected of them. <br />Mayor asked the PZC to review the overall concept after you have <br />made some decisions determine if McCarthy fits into that concept, <br />considereing such things as noise, lights, traffic, etc. <br />PZC retired to a separate meeting so they could come up with some <br />conclusions by meeting':.of August 15, 1978. <br />1978 Flood Control — <br />Disaster relief: Residents deadline for making application for <br />relief has probably expired. They had approximately 7-10 days - - <br />after announcement of federal disaster area approval..; T4e,city '., <br />can be reimbursed for any disaster related expense up to 100'foa it <br />may be possible to get some relief for Lake Jane. We have filed <br />a disaster relief request as of July 14, 1978. <br />Mayor Armstrong,_offered Resolution R78-22 establishing Lawrence <br />Whittaker as local agent for City of Lake Elmo and Mr. Tom Noyes <br />as the contact. Second by Councilman Shervheim. Carried 5-0. <br />Flood Up —date — No current readings but anticipate additional 5 feet <br />of water coming from Long Lake. There is 61'--81, of freeboard on 7_ <br />Lake Olson. Jamaca Court has been lowered by 2 feet. July 141 1978 <br />—897.25' level of Eagle Point. Lake Elmo down approx 12" from high <br />level of 1978. <br />Mr. Whittaker will meet with Engineer Noyes regarding Eagle Point <br />Fork and determine if and what flood control project is necessary <br />in this area and it will be discussed at July 25, 1978 hearing. <br />Engineer advised that Eagle Point should be lowered. Relative <br />to potential pumping of Lake Jane it appears that easements won't <br />be available from Berschens and Moris to pump to city park. Ease— <br />ments have not been requested to go to Richert gravel pit. <br />Tartan Park damage is Tremendous. <br />Sewer System— Mayor Armstrong offered some personal thoughts on sewer problems for <br />consideration. Motion by Councilman Shervheim 2nd by Councilman <br />Pott to table sewer question to no later than September 19, 1978 <br />to see if any additional information is submitted which may in— <br />fluence the decision of the council. Carried 5-0. <br />
