Page 2 <br />Sub -division ordinance: Copies distributed today council wants to take a review of <br />the final version and hope to take action at the August 1�, 1978 rdouncil <br />{ meeting. <br />FAU Study: (Federal Oil Urban) relative to roads and assistance if census shows <br />City in excess of 5000. Phan must be submitted by January 1, 1979. <br />Motion by Councilman Shervheim 2nd by Mayor Armstrong to authorize <br />engineer to commence preparation of a 5 year road plan. Carried 5-0. <br />L. Anderson bldg.: Jim White and Jim Burns reaffirmed their position relative to the <br />Anderson site and building. The presented current photos of the site. <br />Counsel Ray Marshall advised that there are criminal charges against Mr. <br />Anderson. This matter has been scheduled for district court on August 9, <br />1978 at 9:30 A.M. before Judge Dablo. Mr. White and Mr. Burns have agreed <br />to appear as witnesses. Mayor Armstrong or Councilman Morgan will appear <br />on behalf of the city. Review at Council Meeting on August 15, 1978 to <br />determine current action. <br />Industrial Bonds: Mr. Joe Rogers was asking city support for a 1.5 million Industraal <br />Bond to improve and enlarge the facilities at Lake Elmo Hardwood Lumber, <br />Company. There would be no responsibility or liability on the part of <br />the city but it would reduce the interest expense to the owner by approx <br />2%- <br />Mr. Sanders of Juran & Moody explained the general subject and Mr. Kieth <br />Richards of Mid America National Bank explained the financial background. <br />City would have to submit an application to State of Minnesota Securities <br />Dept for approval of Revenue Bond Issue. <br />Council requested resolution guidelines which they could review before <br />the next meeting. Item would be added to August 159 1978 at 8:00 P.M. <br />for reconsideration. <br />- <br />Jess Mottaz SUP: Motion by Councilman Pott 2nd by Councilman Morgan to extend the <br />SUP for a house trailer at 8770 Demontreville Trail for 2-1/2 months to <br />allow time for completion of new residence at that address. New -fer- <br />mination date October 1, 1978. Carried 5-0. <br />1976 Flood Control Assessment- Kirby Kennedy, chairman of the assessment committee <br />presented a computer runoff of water -shed assessment policy in the area <br />affected. Assessment varied from $28.00 to a maximum of $106. Tri- <br />lakes association endorsed the recommendation of the committee. Motion <br />by Councilman Pott 2nd by Mayor Armstrong to set Special Assessment <br />Hearing for Wednesday, September 6, 1978 at $:00 P.M. Lake Elmo Ele- <br />mentary School (if available). Carried 5-0. <br />Watershed Petition: Motion by Councilman Morgan 2nd by Mayor Armstrong to Petition <br />the Valley Branch Watershed District to do the outlet to Beutelos Pond, <br />and do the necessary work on Eagle Paint Fork and also the dam on Eagle <br />Point Lake, increase the size of the culvert under CSAH17 to Tartan Park <br />and the outlet from Horseshoe Lake. Carried 5-0. <br />1978 Flood Control: Motion by Councilman Morgan 2nd by Councilman Pott for Engineer <br />to get contractor estimates and order project at lowest estimate (as soon <br />as possible) for lowering culvert from Beutelps Pond.if necessary permits <br />can be obtained. Carried 5-0. <br />
