Minutes of Lake Elmo City Council Meeting, September 1.9, 1978. Meeting called to order at 5:07 p.m. by Mayor Armstrong. Present: Mayor Armstrong, Councilwoman Lyons, Councilmen Pott, Shervheim and Morgan. Agenda -•--Additions Seutels Pond- Ron Harnack, State Hwy. Plan, Payne's Driveway, undersize house variance. Resolution for Parks Trail grants. Motion by Mayor Armstrong 2nd by Councilman Morgan to approve agenda as amended. Carried 5-0. Beutel's Pond Culvert: Ron Harnack of DNR presented his position relative to lowering the 15" culvert from Beutel's Pond to Eagle Point Pork.. He maintained that this action would be worthless. He inferred that city would be wasting $4,000. (cost of reinstallation). DNR will not issue a permit without a hydriologic study. A minimal study which would suffice would cost $2,000. to $2,500. Suggested that attempts should be made to have county include this in the county road 6 project and hopefully have part of drainage costs picked up by county. Mayor Armstrong summarized the city's options: 1. Do nothing 2. Sit back and ask VBWS to do it 3. Approve study 4. Ask the county to do it. Sewer Study --Old Village Lake Elmo Area: Petition received, signed by 72 area residents, petitioning and urging the city council to pro- ceed immediately to take action necessary to procure the early installation of a sewage collection system to serve the old village area. Each expressed a willingness to incur whatever reasonable assessments become necessary beyond any grants which may be avail- able. Any approval would require that at least 4 members of the council would have to be in favor of project. Some question was raised as to what grants might be available to cover some of the costs of installation of a sewer. Motion by Councilman Shervheim 2nd by Councilman Pott to defer any decision until October 3, 1978 or until information on possible grants is available. Carried 5'-0. No Smoking Area in Council Chambers: Question was raised by one of the citizens as to what was the smoking -non smoking regulation in the city hall. Signs should be put up designating the non smoking area. Park feasibility study: Councilman Pott offered Resolution R78-32, a Resolution Setting Forth the Policy of the City of Lake Elmo with respect to Development of the "Mears Property? for Regional Park or Other Purposes and requested council. to approve. Second by Councilman Shervheim. Carried on a vote of 3.2 with. Pott, Shervheim and Lyons for, Armstrong & Morgan against. 6:30 Recess for supper. 7:30 Meeting reconvened. Tennis Court Lights --Pebble Park. A set of specs has been prepared for lights on Pebble Park tennis courts. Copy should be submitted to engineer to see if it is an acceptable design.
