Minutes of Lake Elmo City Council Meeting, September 1.9, 1978. <br />Meeting called to order at 5:07 p.m. by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilwoman Lyons, Councilmen Pott, Shervheim <br />and Morgan. <br />Agenda -•--Additions Seutels Pond- Ron Harnack, State Hwy. Plan, Payne's <br />Driveway, undersize house variance. Resolution for Parks Trail <br />grants. <br />Motion by Mayor Armstrong 2nd by Councilman Morgan to approve <br />agenda as amended. Carried 5-0. <br />Beutel's Pond Culvert: Ron Harnack of DNR presented his position relative <br />to lowering the 15" culvert from Beutel's Pond to Eagle Point Pork.. <br />He maintained that this action would be worthless. He inferred <br />that city would be wasting $4,000. (cost of reinstallation). <br />DNR will not issue a permit without a hydriologic study. A <br />minimal study which would suffice would cost $2,000. to $2,500. <br />Suggested that attempts should be made to have county include this <br />in the county road 6 project and hopefully have part of drainage <br />costs picked up by county. Mayor Armstrong summarized the city's <br />options: 1. Do nothing <br />2. Sit back and ask VBWS to do it <br />3. Approve study <br />4. Ask the county to do it. <br />Sewer Study --Old Village Lake Elmo Area: Petition received, signed by <br />72 area residents, petitioning and urging the city council to pro- <br />ceed immediately to take action necessary to procure the early <br />installation of a sewage collection system to serve the old village <br />area. Each expressed a willingness to incur whatever reasonable <br />assessments become necessary beyond any grants which may be avail- <br />able. Any approval would require that at least 4 members of the <br />council would have to be in favor of project. <br />Some question was raised as to what grants might be available to <br />cover some of the costs of installation of a sewer. <br />Motion by Councilman Shervheim 2nd by Councilman Pott to defer <br />any decision until October 3, 1978 or until information on possible <br />grants is available. Carried 5'-0. <br />No Smoking Area in Council Chambers: Question was raised by one of the <br />citizens as to what was the smoking -non smoking regulation in the <br />city hall. Signs should be put up designating the non smoking area. <br />Park feasibility study: Councilman Pott offered Resolution R78-32, a <br />Resolution Setting Forth the Policy of the City of Lake Elmo with <br />respect to Development of the "Mears Property? for Regional Park <br />or Other Purposes and requested council. to approve. Second by <br />Councilman Shervheim. Carried on a vote of 3.2 with. Pott, Shervheim <br />and Lyons for, Armstrong & Morgan against. <br />6:30 Recess for supper. 7:30 Meeting reconvened. <br />Tennis Court Lights --Pebble Park. A set of specs has been prepared for <br />lights on Pebble Park tennis courts. Copy should be submitted to <br />engineer to see if it is an acceptable design. <br />
