Minutes of Lake Elmo City Council Meeting, September 19, 1978 pg.4 Bldg. Insp.: Requested permission to attend an building inspectors update seminar at Owatonna on Thursday, Sept. 21, 1978 at city expense. Motion by Councilman Shervheim 2nd by Councilwoman Lyons to authorize bldg. insp. to attend Sept. 21, 1978 seminar. Carried 5-0. The 1976 version of the building code was approved by the state Sept. 18, 1978. City will be required to purchase two additional copies of the code. Demontreville Highlands,6th. Addition: PZC has approved. Park Committee is to review the park donation matter at their meeting September. 27, 1978. Request is to plat out 109 acres into 1-1/2 to 3 acre lots. Approval is necessary for rezoning and subdivision. Motion by Councilman Shervheim 2nd by Councilman Pott to'+approve rezoning from agricultural (5 acres) to SPU to permit 1-1/2 to 3 acre lots. Carried 5-0. Councilman Shervheim offered Resolution R78-35 approving Demontreville Highlands 6th. Addition preliminary plat subject to inclusion of street from 59th. ST. No, to High frail No. and to clarification on the park dedication and requested council approval. 2nd. by Councilwoman Lyons. Carried 5-0. PZC Appointment: Counsel was directed to redo ordinance to permit the position of one or more alternates and to define the conditions under which alternate could be seated by the chairman as a voting member of committee. Industrial Bond Policy: Councilman Shervheim offered Resolution R78-34, A Resolution Establishing a Policy With Respect to consideration of Projects Financed Under the Minnesota Industrial Development Act (Industrial Revenue Bonds) and asked for council. approval. Second by Councilman Pott. Carried 5-0. Forester: Mr. Beach has advised Adm. Assistant that he does not plan on being available for 1979. (Not written). Office Plane Adm. Assistant has offered proposal for change of office. Item held off for final review until meeting of October 3, 1978. Adm„ Assistant Employment contract: Mr. Whittaker has submitted an employ - went contract to counsel and he has accepted the Lake Elmo offer subject to council acceptance of contract. Motion, by Councilman Shervheim 2nd by Councilman Morgan to approve employment contract. Carried 5-0.
