Minutes of Lake Elmo City Council Meeting, September 19, 1978 pg. 3 <br />1979 Budget: Mayor Armstrong offered Resolution R78-36, a Resolution approv- <br />ing the 1979 Budget. Total operating budget $368,460. The <br />amount to be levied against General Property tax is 9.5 mils <br />or $168,631. whichever is less. Special assessments include <br />$75,000. for Park Bonds and $5,500. for water bonds. He re- <br />quested council acceptance. Second by Councilman Shervheim. <br />Carried 5-0. <br />Lake Jane Pumping: Report that pond where we are pumping was filled. A <br />second depression in the same area can be used for water <br />storage. <br />Motion by Councilman Pott 2nd by Councilman Shervheim to <br />alternate filling pond 2 and 3 as long as we can until Lake <br />Jane is down to approved level. Carried 5-0. <br />Coppersmith: Mr. Coppersmith did not approve the watermain extension on <br />Lisbon based on the one quote. IIe requested that a second bid <br />be obtained. A second bid of $2,225.00 was received from <br />F. Morettini Co., 852 Westminster, ST. Paul. Mr. Coppersmith <br />approved. Engineer informed to proceed under the original <br />motion as soon as written acceptance to pay necessary expense <br />is received from Mr. Coppersmith. <br />Pebble Park Well --Engineer authorized to check well. and hydrant in pebble <br />park to determine why we can't get a better flow and more <br />pressure. <br />MSA Rds.: Engineer advised that Lake Elmo has 38.1 miles of roads, exclusive <br />of county and state highways. We can, because of our 5000+ <br />census, expect to receive approx. $11,000. for maintenance and <br />$51,000. for road construction. <br />Motion by Councilman Pott 2nd by Mayor Armstrong to approve <br />road improvement plan proposed by engineer. (map attached) <br />Carried 5--0. <br />Payne Driveway: Adm. Assistant instructed to write Mr.& Mrs. Payne instruct- <br />ing them to install a 30" culvert at the intersection of, their <br />driveway and Keats Ave. The original culvert did not receive <br />either engineer or adm. assistant approval. <br />Mrs. Danielson --Variance: Mrs. Danielson requested a variance to permit her <br />to build a 960 sq. ft. home on her property, a 5 acre parcel <br />of the 52 acres she :owns at 11240-50th. St. No. <br />Motion by Councilman Shervheim 2nd by Mayor Armstrong 'to <br />approve the Danielson Variancefor a 960 sq. ft. residence at <br />11240�-50th. ST. No., subject to approval of PZC. Carried 5-0. <br />3M--A plan for revision of the 3M recreation area was+submitted to the <br />city council Sept. 19, for city approval. Plans have already <br />been presented to VBWD and have approval. Plans were turned <br />over to engineer who is to review them and report to council <br />at meeting of October 3, 1978 <br />
