Minutes of Lake Elmo City Council Meeting, September 5, 1978. Meeting called to order at 7:35 pm. by Mayor Armstrong. Present: Mayor Armstrong, Councilmen Pott and Morgan and Councilwoman Lyons. Absent: Councilman Shervheim. Also present: Admn. Ass't. Whittaker, Bldg. Insp. Mueller, Counsel Raleigh- (9:00 pm ) and Engineer Noyes (9:25 pm.) Agenda--Additions-Leonard Anderson 10:15 -- Noreen is moved up to coincide with police officer --Special meetings --Rescue equipment for F.D. -- Pump purchase --remove dump':ttuck and acid general items to clerks report. Motion by Mayor Armstrong 2nd by Councilman Morgan to approve agenda as amended. Carried 4-0. Councilman Shervheim absent. Parking problems: Letter from Mr.. V. Williams; 8098 Bill Trail North relative to hazardous parking and launching of boats on Lake Demontreville. Ile also mentioned similar problems on Lake Olson and Lake Jane. Other letters had been received from James Xarusso, Allen Noreen and another letter signed by multiple citizens of the area. General attitude is to close launch site. Motion by Councilman Morgan 2nd by Councilman Pott to establish no parking zones along both sides of Bill Trail No.in the designated area. Carried 4-0. Councilman Morgan offered Resolution R78-27 requesting the county lighway dep't. to install a guard rail or some type of permanent blockade to prevent use of this area for boat launching (-area opposite Crombie, Howard and Noreen property). 2nd by Mayor Armstrong. Carried 4-0. Recess at 8:15 p.m. for Revenue Sharing hearing. Mayor called hearing to order at 8:15 p.m. .1979-$26,578 is the .Lake Elmo allocation. No citizens present for hearing. Council recommendation is that the total amount be used for police protection. ( Current proposed budget $49,000 for 1979). Clerk requested that council consider reassignment of past funds. Expenses other than Firemen's relief association should be changed and all balances appro- priated to police protection. Decision will. be at budget hearing. Mayor asked if anyone had any continents; there were none. Hearing adjourned 8:23 p.m. Council meeting resumed at 8:23 p.m. Mottaz Bldg. Permit: Due to cement shortage and other minor problems, completion will be delayed. Mr. Mottaz requested ex- tension of his S.U.P, for a mobile home as residence until his new home is completed, approx. date Nov. 1. Motion by Mayor Armstrong 2nd by Councilman Morgan to approve extension of SUP to Nov. 15, 1978. Carried 4-0. There is a question relative to the heating system being installed. Bldg. Insp. does not approve this system. L. Whittaker to review with bldg. insp. and Mr. Mottaz and report back to council at next meeting.
