Minutes of Lake Elmo City Council Meeting, September 5, 1978. <br />Meeting called to order at 7:35 pm. by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilmen Pott and Morgan and Councilwoman <br />Lyons. Absent: Councilman Shervheim. <br />Also present: Admn. Ass't. Whittaker, Bldg. Insp. Mueller, Counsel Raleigh- <br />(9:00 pm ) and Engineer Noyes (9:25 pm.) <br />Agenda--Additions-Leonard Anderson 10:15 -- Noreen is moved up to coincide <br />with police officer --Special meetings --Rescue equipment <br />for F.D. -- Pump purchase --remove dump':ttuck and acid <br />general items to clerks report. <br />Motion by Mayor Armstrong 2nd by Councilman Morgan to <br />approve agenda as amended. Carried 4-0. Councilman <br />Shervheim absent. <br />Parking problems: Letter from Mr.. V. Williams; 8098 Bill Trail North <br />relative to hazardous parking and launching of boats <br />on Lake Demontreville. Ile also mentioned similar problems <br />on Lake Olson and Lake Jane. Other letters had been <br />received from James Xarusso, Allen Noreen and another <br />letter signed by multiple citizens of the area. <br />General attitude is to close launch site. <br />Motion by Councilman Morgan 2nd by Councilman Pott to <br />establish no parking zones along both sides of Bill Trail <br />No.in the designated area. Carried 4-0. <br />Councilman Morgan offered Resolution R78-27 requesting <br />the county lighway dep't. to install a guard rail or <br />some type of permanent blockade to prevent use of this <br />area for boat launching (-area opposite Crombie, Howard <br />and Noreen property). 2nd by Mayor Armstrong. <br />Carried 4-0. <br />Recess at 8:15 p.m. for Revenue Sharing hearing. <br />Mayor called hearing to order at 8:15 p.m. <br />.1979-$26,578 is the .Lake Elmo allocation. No citizens <br />present for hearing. Council recommendation is that <br />the total amount be used for police protection. ( Current <br />proposed budget $49,000 for 1979). <br />Clerk requested that council consider reassignment of <br />past funds. Expenses other than Firemen's relief <br />association should be changed and all balances appro- <br />priated to police protection. Decision will. be at <br />budget hearing. <br />Mayor asked if anyone had any continents; there were none. <br />Hearing adjourned 8:23 p.m. <br />Council meeting resumed at 8:23 p.m. <br />Mottaz Bldg. Permit: Due to cement shortage and other minor problems, <br />completion will be delayed. Mr. Mottaz requested ex- <br />tension of his S.U.P, for a mobile home as residence <br />until his new home is completed, approx. date Nov. 1. <br />Motion by Mayor Armstrong 2nd by Councilman Morgan to <br />approve extension of SUP to Nov. 15, 1978. Carried 4-0. <br />There is a question relative to the heating system being <br />installed. Bldg. Insp. does not approve this system. <br />L. Whittaker to review with bldg. insp. and Mr. Mottaz <br />and report back to council at next meeting. <br />
