Minutes of Lake Elmo City Council Meeting, September 5, 1978 pg. 2 <br />Building inspector: Bldg. Insp. Mueller advised that a building inspector <br />is required to keep up on his educational background <br />to retain his status as an inspector. He has request- <br />ed permission to take a three credit course at night <br />school, cost $36.00 for registration plus $2.50 <br />activity fee. Motion by Councilman Pott 2nd by <br />Councilwoman Lyons to authorize expenditure up to <br />$40.00 for John Mueller to take the required credits <br />to maintain his status as a building inspector. <br />Carried 4-0. <br />PZC Appointment: Motion by Councilman Pott 2nd by Mayor Armstrong to appoint <br />David Joseph Murphy to fill the unexpired term of <br />Mr. Cunningham. Also to appoint Mrs. Prince as a lst. <br />alternate; in case of a vacancy she would be next in <br />line. Carried 4-0. <br />Councilman Pott suggested that the PZC amend their <br />by-laws to accommodate the alternate. Suggestions are <br />that alternate would be a non voting member. However., <br />the chairman of PZC could, in the absence of a regular <br />member, appoint to member status so individual could <br />vote on issues for the evening. <br />194 Process: Motion by Councilman Pott 2nd by Councilwoman Lyons instruct- <br />ing Adm. Assistant to prepare a resolution stating <br />that Lake Elmo concurs with the detached frontage <br />road plan with the understanding that we do not <br />prejudice our previously stated preference for the <br />Northern Route. Carried 3-1. Mayor Armstrong opposed. <br />Cty. Rd. 6 Outlet: Engineer Noyes advised that DNR would not approve <br />lowering culvert at Beutel's Pond. They require a <br />study with controlled elevations and covering the 700 <br />acres that contribute to this water problem, estimated <br />cost $4-6,000. Suggestion that Counsel. Raleigh and <br />Whittaker approach Mr.. Harnack to attempt to resolve <br />this. <br />Hardy driveway: Cast to install blacktop driveway to Tablyn Park is $2.,000. <br />This would be a 200'xl2' driveway with a 6" gravel <br />base. Cost of a footbridge across the drainage area <br />would be $1 to 200. Mr.. Whittaker instructed to write <br />letter to VBWD explaining that this is a proposal we <br />got and ask that they consider it in their project. <br />Coppersmith: Received only one quote and that was from Moelter Construction <br />Co. - bid $3,000. <br />Motion by Mayor Armstrong 2nd by Councilwoman Lyons <br />to approve installation if Coppersmith agrees to <br />pay the full amount, $3,000. Carried 4-0. <br />
