MINUTES-LARE ELMO CITY COUNCIL MEETING, OCTOBER 3, 1978. <br />Meeting called to order at 7:30 p.m., by Mayor Armstrong. <br />Present: Mayor Armstrong, CouncilwomanLyonsand Councilmen Pott, <br />�J Morgan and Shervheim <br />Agenda: Include pumping water at 8:30 p,m. <br />Motion by Mayor Armstrong 2nd by Councilman Morgan to approve <br />agenda as amended. Carried 5-0. <br />Schwartz Variance: Sewer Inspector Wier presentee) the facts. As it <br />now stands they are requesting a variance to permit the septic <br />system 60' rather than 75' from the high flood. Bottom of the <br />drainfield would be 891.8 and top of the bed 894.8. Based on <br />the lot and house as they now stand, Mr. Wier stated he felt <br />this was the best possible system. <br />Motion by Councilman Pott 2nd by Councilmw, Shervheim to <br />approve variance to install septic system O ft. rather than <br />75 ft. from high flood.on lot at 3141 Klon4ike.Ave... A letter <br />should also be sent to ANR for approval (they have 30 days to <br />respond). 1DNR should Also be asked to resolve definition of <br />backwater a,s-it-relates to lake...Why is,,backwater different <br />than lake when two are connected. Carried 5-0. <br />Mrs. Sol Fisher: Felt she was being double charged, $30.00 for the SUP <br />and $4.00 each for licenses for her 8 dogs. It was explained <br />th4t the $30.00 fee was the initial fee and renewal would be <br />$5.00 per year. <br />Motion by Councilman Morgan 2nd by Mayor Armstrong to draft a <br />resolution establishing a third category of dog licenses for <br />kennel confined dogs. They will be rated at the lower neutered <br />dog rate. Carried 5-0 <br />Question raised relative to retention of kennel sign. <br />Motion by Councilman Shervheim 2nd by Councilman Pott to delete <br />the reference to signs in the SU agreement. Carried 5-0. <br />Assessment Levy: Administrative Assistant and Clerk reviewed all the <br />parcels in assessment area and came up with total number of <br />parcels, byowner not by -plate number, in the affected area. <br />The amount of each assessment was adjusted so as to include <br />all of the assessmentis over the total number of parcels. <br />*Copy of formula and revised assessment roll attached. <br />Councilman Morgan offered Resolution R78-38, a Resolution <br />approving the new assessment role for the 1976 Flood Assess- <br />ment, and asked for council approval. Second by Councilman <br />Shervheim. Carried 5-0. <br />Minutes: Motion by Councilman Morgan 2nd by Mayor Armstrong to approve <br />minutes of September 19, .1978 meeting as submitt.ed;. <br />Carried 5-0. <br />Claims: Motion by Councilman Pott 2nd by Councilman Morgan to author <br />ize payment of claims 78617 thru 78658.
