MINUTES OF LAXE ELMO CITY COUNCIL METING, November 21, 1978 Meeting called to order at 5:10 p.m., by Mayor Armstrong. Present: Mayor Armstrong, Councilmen Pott, Morgan and Shervheim and Councilwoman Lyons. Agenda: Add item D at 8:30 Final action--Demontreville 6th. Addition -- at 9:15 P.M., add Engineers report and at.9:30 add Contract Meter Reader -Janitor. Motion by Mayor Armstrong 2nd by Councilman Pott to approve minutes as amended. Carried 5-0. Mottaz Trailer: Due to delays in installation of carpeting and finish work, he requested •that we extend his SUP to Dec.. 1, 1978. Motion by Mayor Armstrong 2nd by Councilman Morgan to extend SUP of Jess Mottaz to December 1, 1978 to allow for completion of house and transfer of furniture from trailer to house. Carried 5-0. Insurance: 1979 appointments --Discussion on merits of bidding for insurance and status of insurance Committee. Motion by Mayor Armstrong 2nd by Councilman. Morgan to authorize Administrative Assistant to draw up.insurance specs. - review with Council Insurance Committee (Morgan and Pott) and solicit competitive bias. Further that the citizens insurance committee be terminated and letters of appreciation be sent to each of the members. Carried 4-0. Councilman Sher.•vheim abstained Appointments: Mayor requested that Administrative Assist -ant be instruct- ed to review the 1979 appointments and.detrmine other options for the city to consider. This includes attorney, engineer, newspaper, health officer, etc. Councilman Shervheim suggested that this council should not be in- volved in that decision. Since there was no further objec �t onW frayor advised. that:. he would have administrative assistant proceed as stated so that new council would have a minimum delay in making decisions. New Truck: Councilman Pott advised he was holding up final. submission. until the results are in for Mahtomedi,bids of compar- able equipment® These are due in November 28;1978. Pebble Park well: Councilman Morgan advised that since they couldn't get adequate water for flooding from the well he authorized Gene Swanson, North'St� Paul Plumbing to install a 2" riserpipe at a cast of $250.00. Soccor goals -School district advised that they could get city a set at $400. and would store them for city if necessary. 194: Councilman Shervheim offered Resolution R78-46, "A Resolution Urging Governor Elect Quie and His Staff to Be Aware of the Displems;ut.0 Expressed by the City of Lake Elmo and Some of Its Neighboring Municipalities Over the Selection in 1976 of the Existing USTH 12 For the Completion of the Ten Mile Section of 194 Between 1694 and St. Croix River and Consider This when Making His Appointments to Positions of Leadership", and requested council approval.
