Minutes of the Lake Elmo City Council Meeting, Nov. 8, 1978 pg. 2 <br />Assessor: Letter received from Assessor Park that he would accept <br />the position at $3.00 per plate. County rate, -for 1979 <br />is $2.50 per plate. City of Oakdale is still not ready <br />to go on a joint effort. <br />Mr„ Park to be approached to see if he will accept the <br />$2.50 figure. Mr. Whittaker to get information on sales <br />to assessment ratio and coefficient of dispersion and <br />consider the matter at the November 21, 1978 meeting. <br />194 Resolution: Councilman Shervheim offered Resolution R78-42, "A <br />Resolution of the City of Lake Elmo Approving Plans for <br />Interstate Highway 194 (So -Called Southern Route) Subject <br />to Certain.. Conditions and Accepting of Ownership and Main- <br />tsnance Responsibility for Frontage Roads•and Bicycle <br />Trails" and requested council approval of Resolution. <br />Second by Councilman Pott. Carried 4-1 with Mayor Armstrong <br />voting against. <br />Sewer Study: Councilman Shervheim offered Resolution R78-43,"A.Resolution <br />by the City of Lake Elmo Requesting Interim Designation of <br />the Rural Services Area Within the City of Lake Elmo; and <br />Status to Apply for State and Federal Grants for Indepen- <br />dent Facilities Planning for Wastewater Treatment, of the <br />Metropolitan Council and the Metropolitan Waste Control <br />Commission," and requested council approval of Resolution. <br />Second by Councilman Pott. Carried 5-0. <br />Mahtomedi is interviewing the finalists for the position of building <br />inspector. Mr. Whittaker has to leave to participate in <br />interview and hopefully will get back to the council. be- <br />fore adjournment so they could approve Mahtomedi decision. <br />Meter,Reader-.janitor: Mrs, Eisdhennis.meter reader and would consider <br />janitor job if we offered $3.50.per hour for balance of <br />1978 and $4.00/hr, for 1979. Attempt to limit expense <br />to $100/month. <br />3rd. Person -Maintenance -Approval requested to advertise for someone <br />to fill this position. Suggested rate, $5.00/hr.. <br />Additional help, Mike Marty and Dennis Bengston were hired to assist <br />Elmer in getting the pipe, used in pumping, out of the <br />woods. Total time - 11 hours each --approved rate of pay, <br />$4.00/hr. <br />Weldon Richert was hired to handle.the..equipment on <br />clean-up day, November 4, 1978, at the Land -fill.. He <br />worked 5 hours. Approved rate of pay $5..00/hr. <br />Dogs: Mayor Armstrong offered Resolution R78-44; "A Resolution Establish- <br />ing the Fees for Dog Registration in the City of Lake Elmo" <br />and requested council approval of Resolution. 2nd by <br />Councilmen Morgan. Carried 5-0. <br />Oace Road- The Cul-de-sac private road has not met conditions of <br />original agreement. Mr. Whittaker authorized to use <br />services of counsel, if necessary, to resolve this matter, <br />
