Minutes of Lake Elmo City Council Meeting, December. 19, 1978. <br />Meeting called to order. at 5:05 p.m., by Mayor Armstrong. <br />Present: Mayor Armstrong, Councilwoman Lyons and Councilmen Shervheim, <br />Morgan and Pott (7:30). <br />Also present: 5:05 - 6:30 members of PZC: Novak, Dreher, Moris, <br />Lundquist, Murphy, Grace and Crombie. Chel.seth, Planner. <br />Also present: Adm. Ass''t, Whittaker, Counsel Marshall, Eng. Noyes and <br />Bldg. Insp. Kleugel. <br />Planning: Planner, Rob Chelseth, the Council and the PZC1 interchanged <br />thoughts and ideas on the Comprehensive Plan with the <br />basic objective to give the planner some direction in <br />development of the plan. <br />6:30 P.M. recessed for dinner. 7:30 reconvened. <br />Agenda: Delete Banister Subdivision --Add Council reports, at 11:15 p.m. <br />Motion by Mayor. Armstrong 2nd by Councilman Morgan to approve <br />agenda as amended. Carried 5-0. <br />Special Use Permits: <br />Cimarron: As of Nov. 1, 1978, Cimarron has exchanged hands and will <br />be known as Cimarron Park Ltd. Mr. A.hrends will continue <br />on with Mr. Steven Taylor as the manager. Mr.. Taylor ad- <br />vised that news of expansion and changes were not correct. <br />Possibly at some later date, when 194 is resolved, they <br />may reconsider. <br />Motion by Councilman Shervheim 2nd by Councilman Pott to <br />approve renewal of Cimarron S.U.P., subject to the new <br />owners filing a disclosure of new ownership with the city <br />office, for one year. Carried 5-0. <br />Lauseng Stone: PZC had requested that there be some sort of screen <br />to hide the operation from road and neighbors. <br />Motion by Mayor Armstrong 2nd`by Councilman Pott to approve <br />1 year renewal of SUP subject to Mr. Lauseng getting toa <br />gether with'PZCand developing an acceptable screen. <br />Carried 5-0. <br />Slawson: Request for a SUP for a mobile home on farm to permit daughter <br />to be close to ailing father on the farm. <br />Motion by Mayor Armstrong 2nd by Councilman Morgan to <br />approve one year extension of mobile home on farm at <br />5550 Rea.ts Ave., occupied by family member.. Carried 5-0. <br />Animal Inn: The Inn, the kennels and the cemetery are under new owner- <br />ship, Mr. & Mrs. Chuck Anderson. <br />Motion by Mayor Armstrong 2nd by Councilman Shervheim to <br />approve renewal of SUP for Animal Inn subject to SUP being <br />amended to show Mr. Anderson as Vendee. Carried 5-0. <br />Salus Trailer: Salus still living in trailer. Hwy, dept. is still holding <br />his house for.I94.access.and.Yie can't use it. <br />Motion.by,C.ouncilman Shervheim 2nd by Councilwoman Lyons to <br />approve renewal of Salus SUP to have a trailer home on his <br />property as a residence. Carried 5-0. <br />
