R-78- <br />(b) No public alley shall be required as part <br />of the street design for said subdivision; <br />said exceptions being in accordance with the recommendations of the Planning <br />Commission. <br />2. Detailed engineering data as required by the City Engineer for <br />evaluating a surface water drainage plan and a road and utilities plan shall <br />be submitted to the engineer or prepared by the City Engineer at developer's <br />expense as a pass -through cost. <br />3.
