Minutes of the Lake Elmo City Council, March 209 1979 Mayor Armstrong convened the meeting at 5:1.0 pm with the following Councillors (- answering the roll: Mottaz, Pott, Johnson and Morgan. Also present Administrator Whittaker, Building Inspector Kluegel and Engineer, Larry Bohrer AGENDA APPROVAL: Armstrong moved, Seconded by Morgan to approve the Agenda with the following additions: Old Business - D. Other - Irwin Court Culvert, and .Administrators Report - I. Other - 194 Challenge Committee, Quotes for publishing code, and Application for Sewer System Installer. Motion carried 5-0. MINUTES: Am. strong,moved, Seconded by Morgan, to approve the minutes of March 6, 1979, as corrected. Correct page 4, paragraph 8 to read under Mainte- nance Foremen.....Overtime for non -administrative tasks at the regular hourly rate to be determined by -the City Administrator. Motion carried 5-0. Armstrong moved, Seconded by Morgan, to approve the minutes of the Special Council Meeting of March 12, 1979, as submitted., Motion car- ried 5-0. (Amended later in meeting.) M1M20 WASTE CONTROL COMMISSION: Mr. Bob Harrington appeared in place of Mr. Dougherty. Also in attendance were Kelly Brockman, John Tomaselli, and Vinay Dighe, Mr. Swanson and Mr. Landy. Mr. Barrington explained the MWCC was ap- pearing to answer questions posed by the City Administrator, in his March 2, 1979� letter; and, review their present studies. The Alternate Waste Management Study has identified two problem areas in Lake Elmo in Phase 1 of Step 1, 201 Planning: Tri-Lakes and the i— Old Village. Phase II, Step 10 the final 201 severplanwill be left to the City to direct. The MWCC will work with the City to obtain funding for these projects. The MWOC 201 and the Metro Council 208 have lists of alternatives to study. Any alternative the City con- siders that is not on these lists must be approved by the PCA and EPA. All reasonable alternatives must be considered. The City will determine where the MUSA line should be in its Comprehensive Plan. Armstrong suggested that there are two ways to solve the problems in the indicated areas: 1. let residents know that the City has no in- tentions of sewering, thereby allowing residents to correct systems without fear of needless expenditure twice for the same problem; and 2. the City finance the work of bringing faulty systems up-to-date. The Administrator is to meet with the engineers, from TKOA and National Biocentrie and identify the scope of the problems. If the City does not respond to the MWCC study and do something to solve the problems, then they will do something for us. MWCC does not intend to segment out some areas of the 201; but Lake Elmo is oblidgedto study the entire City. DINNER BREAK - 6:30 to 7:30 OLD BUSINESS: Tri-Star Addition - Park Dedication Bond, and Final Plat The assessed market value on the property is 824,042.00. Park dedication is 10% of the assessed valuation or $,2,404.20. Armstrong moved, Seconded by Morgan, to set the amount of park dedication, for Tri-Star Addition, at $2,404.20. Motion carried 5-0,
