Minutes of the Lake Elmo City Council,, March 200 1979 <br />-2- <br />OLD BUSINESS: Tri-Star Addition Continued <br />Due to the low assessment on some of the recent park dedication amounts, <br />Morgan requested that the Park Commission be made aware of the assessed <br />valuation of these areas and survey the land, for a possible park site <br />before they make a decision. <br />Tri-Star disagrees with the $800000 Bond set by the engineer. $509000 <br />was the amount qualified for at their bank; and, the bank will not <br />agree to the $809000. .Larry Bohrer, City :Engineer explained the bond <br />is based on bids received from Tri-Star for construction, plus 10'% <br />contingency and 10% for engineering, surveying, and inspection; then, <br />taking 125% of the total. Tri-Star submitted revised estimates for <br />construction, of about $409000. Morgan moved, Seconded by Armstrong, <br />to set the Performance Bond for Tri-Star at $55,000. Motion carried 5-0. <br />Tri-Star is also to Escrow $800 for. Plan Review. Johnson moved, Seconded <br />by Armstron5 to adopt Resolution 79-20, Tri-Star ',Addition Tinal Plat. <br />Motion carried 5-0. <br />Eden Park SS - Park Dedication and Bond <br />The assessed market value on the acerage for Eden Park I10 excluding <br />the wetland is approximately $286.92 per acre. Johnson moved, Seconded <br />by Mottaz, to accept $479.16 for Eden Park 11 park dedication. Motion <br />carried 4 1. Morgan, Nay. Morgan feels a minimum of $1,000 should have <br />been set, due to the low assessed valuation on the land. Armstrong <br />moved, Seconded by Johnson to set the Performance Bond for Eden Park IS <br />at $18,000. Motion carried 5-0. <br />JJRY1"1pS14reV111C .L1J. Morgan stated <br />that the Park Commission is not interested in the walkway from the 6th <br />Addition due to the cost of improving it. The Park Commission will <br />accept the ,parcel if the conditions concerning the improvements are <br />waived. <br />B, Surface Water Plan <br />The map indicating the areas of Lake Elmo that have not been mapped <br />in 2 ft. contours was reviewed. Mark Hued estimated it would cost $53,500 <br />to map the rest of Lake Elmo and $20,500 to map subwatersheds with im- <br />mediate drainage problems. The Administrator was instructed to obtain <br />additional estimates and determine the cost for Beutal Pond and Eagle <br />Point Lake areas. The Council asked for separate Engineers estimates <br />for subwatershed plans for Beutal°s Pond and Eagle Point Lake. <br />li. ValleJ..1rarzml WK6U:V 11VU Jllk1.4r1pL VV <br />The City is vexy hesitant to spend 2 0000 for project 1003, before <br />coming up with a total cost and cost benefit. A previous estimate, <br />from Bonestroo Engineering for the project, including construction <br />was $108,000 as -opposed to a cost for the study,onlJ; of $60,000 from <br />VBWD. Bob Rosas encourages Lake Elmo and Oakdale to work together on <br />Project 1003. VBWD would then handle 1004, So far no official word <br />has come from Oakdale indicating interest in a joint -powers agreement. <br />r George Hedges said the City and VBWD may be able to work out a program <br />whereby Valley Branch will handle all assessment hearings, concept work <br />and engineering. The City is to assume total responsibility for con- <br />struction. Valley Branch can assess those benefiting who do not live <br />in the immediate area. Morgan suggested the City perform the work and <br />then allow Valley Branch to purchase the structures and assess accordingly. <br />Hedges says this cannot be done. <br />
