LARt: ELM COMMISSION & ADVISORY COMMITTEE POLICY <br />1. Each committee and commission shall have specific written objectives <br />and scope. <br />2. Committees and commissions should not have overlapping areas of respon- <br />sibility. The City Council will decide which group has jurisdiction <br />in case of disagreement. <br />9. Commissions shall be authorized by ordnances that set organization, <br />terms of office, power and duties. Commissions shall include but <br />not be limited to planning and zoning, parks and recreation. <br />4. Advisory committees shall be authorized by city council resolution <br />to advise the City Council on particular areas of activities. <br />A) Advisory committees will be allowedto organize in a manner <br />consistent with their function. <br />B) Advisory committees will not have the power to bind the city <br />to a particular course of action. <br />C) Advisory committees will present an Annual Report• to the <br />City Council. <br />5. All commissions and committees will have one or more members of the <br />City Council as Ad Hoc members. <br />
