Minutes of the Lake Elmo City Counei.l, March 209 1979 COUNCIL REPORTS: D, Councilman Mottaz — No reports E. Councilman Pott — Pump Bids The Administrator called the bidders and .requested they submit quotes on the pumps that came closer to the specifications requested. Four additional proposals were received. Johnson moved, Seconded by Pott, to accept the bid from Road Machinery & Supplies on the specified pump. Motion carried 5-0. (Bid tab sheet attached to original minutes.) ADMINISTRATOR'S RE20RT: A. Council Committees Pott moved, Seconded by Morgan, to adopt, as current policy, the defi— nitions of Council Committees. Motion carried 5-0. ( A copy of the definitions attached to the original minutes.) B, Insurance Pr oxam Pott moved, Seconded by Johnson to define the $100.00 City paid medical benefit as the first $100.00 of any medical bills. Motion carried 5-0, previously eligible C, Glean—u Da s Johnson moved, Seconded by Armstrong, to approve Clean—up Days of April 28, 1979, at the City Hall, and May 5, 197% at the Landfill. Motion. carried 5-0. D. Purchastn Poli.c — No action E. AMM Nominating Committee — No recommendation F. __Claims moved, Seconded by Morgan to approve claims 79095 thr, 79128. Motion carried 5-0. Pott would like to see the payroll total and total bills listed. G, Crombie Deeds Armstrong moved, Seconded by Morgan to authorize the Administrator to sign the deeds transferring 1,32 acres of Tract K to Tract J, Registered Land Survey 98. Motion carried 5-0. H. 1 Challenge Committee The Administrator received a letter from the Challenge Committee stating they cannot release Lake Elmo from the Committee. Lake Elmo will have to go to each City involved and express their desire to withdraw from the joint —powers agreement, The Administrator was instructed to write each of the communities involved and express Lake Elmo's desire to withdraw from the agreement. Armstrong moved, Seconded by Morgan, to rescind the approval of the minutes of March 129 1979a and correct the word member in paragraph 6, page 1 under I-91¢ Challenge Committee. "Member" to be changed to "representative". Motion carried 5-0, Minutes approved as corrected, I. Code Printin The City code will be copied in the City office. ( J. Sewage System Installer License Application The Administrator received an application for a Sewage System Installer License, from Industrial Utilities. The Administrator Wanted to make the Council aware of the request before signing the application. ADJOURNMENT: Mottaz moved, Seconded by Morgan, to adjourn at 10:40 pm. Motion carried 5-0.
