Minutes of the Lake Elmo City Council, April 179 1979 <br />�- Councillor. Pott convened the meeting at 5:14 p.m. Councillors Morgan and Mottaz <br />were present. Mayor Armstrong arrived at 5:36 p.m. Councillor Johnson arrived <br />at 5:23 p.m. Administrator Whittaker was also present. <br />AGENDA: Whittaker requested that claims, a review of Resolution 79-26, and <br />other. under Administrator be added to the Agenda. Mottaz moved, <br />seconded by Morgan to approve the Agenda, as amended. Motion carried <br />3-`/�0 <br />MLNUT'ES: Mottaz moved, seconded by Moxgar� to approve the minutes of the April 39 <br />7-979, meeting as written. Motion carried 3-0- <br />Morgan moved, seconded by Mottaz, to approve the minutes of the April 129 <br />1979 meeting. Motion carried 3-0. <br />CLAIMS: Mottaz moved, seconded by Pott, to approve claims #791614. - 79192. <br />Motion carried 3-0- <br />RESOLUTION 79-26: The Council reviewed Resolution 79-26 -to see if the wording <br />correctly expressed --the Council!s concerns when it was adopted at the <br />last meeting. The Resolution was approved; and is a part of the <br />minutes of the April 120 1979, meeting. <br />PURCHASING POLICY: Johnson said he felt the policy encouraged fiscal responsi- <br />bility among the employees; and supported the Administrator's draft. <br />Pott said he felt the employees ought to be spending their time working <br />�- and not with routine administrative work. Whittaker explained that <br />he felt this was Food fiscal discipline for the employees; and that <br />he often had to rely on their judgement to purchase items for their <br />axeas, anyway. <br />Mottaz moved that the Council adopt the Administrator's recommendation. <br />Motion died for lack of a second. <br />Pott said he felt the City was building a bureaucracy. Johnson said <br />that Whittaker could delegate some of the responsibility for getting <br />quotes and checking equipment to department heads under the Pott policy. <br />Johnson moved, seconded by Pott, to adopt the policy recommended by <br />Councillor Pott. Motion carried 5-0, A copy of the policy is at- <br />tached to and hereby made a part of these minutes. <br />DINNER FOR PARK COMMISSION: Mottaz moved, seconded by Armstrong, that the City <br />treat the Park Commission members present to dinner as an indication <br />of the Council appreciation for their work. Motion carried 5-0, <br />COUNCIL ADVISORY COMMITTEE: Morgan askedthe Council to consider asking applicants <br />to the Planning Commission if they wanted to be on the Council Advisory <br />Committee. The Council agreed this would be desirable. <br />PARK COMMISSION - ANNUAL REPORT: Councillor Morgan introduced members of the <br />Park Commission to the Council. <br />Ed Nielson presented awards of appreciation to Dorothy Lyons and <br />Lloyd Shervheim, former Councillors. <br />Dave Morgan presented the Commission's appreciation award to Captain <br />Loehr, Army National Guard., 682nd, for the nine operations over four <br />years <br />
