Minutes of the Lake Elmo City Council, April 179 1979 �- Councillor. Pott convened the meeting at 5:14 p.m. Councillors Morgan and Mottaz were present. Mayor Armstrong arrived at 5:36 p.m. Councillor Johnson arrived at 5:23 p.m. Administrator Whittaker was also present. AGENDA: Whittaker requested that claims, a review of Resolution 79-26, and other. under Administrator be added to the Agenda. Mottaz moved, seconded by Morgan to approve the Agenda, as amended. Motion carried 3-`/�0 MLNUT'ES: Mottaz moved, seconded by Moxgar� to approve the minutes of the April 39 7-979, meeting as written. Motion carried 3-0- Morgan moved, seconded by Mottaz, to approve the minutes of the April 129 1979 meeting. Motion carried 3-0. CLAIMS: Mottaz moved, seconded by Pott, to approve claims #791614. - 79192. Motion carried 3-0- RESOLUTION 79-26: The Council reviewed Resolution 79-26 -to see if the wording correctly expressed --the Council!s concerns when it was adopted at the last meeting. The Resolution was approved; and is a part of the minutes of the April 120 1979, meeting. PURCHASING POLICY: Johnson said he felt the policy encouraged fiscal responsi- bility among the employees; and supported the Administrator's draft. Pott said he felt the employees ought to be spending their time working �- and not with routine administrative work. Whittaker explained that he felt this was Food fiscal discipline for the employees; and that he often had to rely on their judgement to purchase items for their axeas, anyway. Mottaz moved that the Council adopt the Administrator's recommendation. Motion died for lack of a second. Pott said he felt the City was building a bureaucracy. Johnson said that Whittaker could delegate some of the responsibility for getting quotes and checking equipment to department heads under the Pott policy. Johnson moved, seconded by Pott, to adopt the policy recommended by Councillor Pott. Motion carried 5-0, A copy of the policy is at- tached to and hereby made a part of these minutes. DINNER FOR PARK COMMISSION: Mottaz moved, seconded by Armstrong, that the City treat the Park Commission members present to dinner as an indication of the Council appreciation for their work. Motion carried 5-0, COUNCIL ADVISORY COMMITTEE: Morgan askedthe Council to consider asking applicants to the Planning Commission if they wanted to be on the Council Advisory Committee. The Council agreed this would be desirable. PARK COMMISSION - ANNUAL REPORT: Councillor Morgan introduced members of the Park Commission to the Council. Ed Nielson presented awards of appreciation to Dorothy Lyons and Lloyd Shervheim, former Councillors. Dave Morgan presented the Commission's appreciation award to Captain Loehr, Army National Guard., 682nd, for the nine operations over four years
