Minutes of the bake Elmo City Council, April 179 1979 -4— <br />TREE PROGRAM: State law requires the City have a State Certified Tree Inspector <br />and designated Oak and EJm Control Zones. <br />Armstrong moved, seconded by Mottaz, to adopt a limited Control Zone <br />and delay further action on an inspector until a through search can <br />be made for a reasonably priced forester. Carried 5-0. <br />FIRE CHIEF: Bruce Kuettner was introduced as the new Fire Chief. Armstrong <br />moved, seconded by Morgan to approve all the elections made at the <br />Piro Department Annual Meeting. Motion carried 5-0. <br />SEWER LICENSE: Lowell Vanderhoff submitted an application for a sewer installer <br />permit. <br />Pott moved, seconded by Morgan to approve the sewer installer permit <br />for Lowell Vanderhoff, 2389 Geneva, Avenue N., St. Paul. Motion carried 5-0. <br />BUDGET QUARTERLY REPORT: The Administrators Quarterly Report was received by the <br />Council. The Administrator will present the Budget Cash I'low Report <br />at the next meeting. <br />CHARTER COMMISSION: The Council reviewed Resolution 79-24, abolishing the Charter <br />Commission passed at the last meeting. A copy of the resolution will <br />be sent to Ken Sovereign, Commission Chairman. <br />PARK DEDICATIONS: Recent park dedication amounts have been based on Green Acre <br />Assessed Values, as opposed to required Assessed Market Value. The <br />City will renegotiate these amounts with the developers, based on the <br />correct value. <br />COUNTY JUVEZILE PROGRAM: The County has requested the City participate in a <br />Juvenile Restitution Program. The participants would do community work <br />under County or City supervision. <br />.Armstrong moved, seconded by Johnson to have the City of Lake Elmo <br />participate in the Juvenile Restitution Program. Motion carried 5-0, <br />Morgan volunteered to draw up a projects list for park work to be done. <br />ADJOURNMENT: Mottaz moved, Armstrong seconded to adjourn at 10:15 p.m. <br />
