Minutes of the Lake Elmo City Council, May 15, 1979 <br />Acting Mayor Pott convened the meeting at 5:09 p.m. <br />l Councillors in attendance: Johnson, Morgan, Mottaz (5:50) and Mayor <br />Armstrong (5:45) Also, Administrator Whittaker. and Building Inspector <br />Kluegel. <br />AGENDA: Additions under new business: No Parking Sign on 50th St. <br />and Children Playing Sign on Hidden Bay. City Council re- <br />sponse ,to the Surface Water Study Committee Recommendations. <br />Additions under Old Business - VBWD Petitions: Organizing <br />pumping procedures, per action taken May 14. <br />Morgan moved, Johnson seconded, to approve the agenda as <br />amended. Motion carried 3--0. <br />MINUTES: Corrections -- page 3, Maintenance Committee Report to <br />read ..... and gravel from the City Clerk Budget to Streets. <br />Page 3, Police Action to read ..... a situation he considered <br />police over zealousness. <br />Morgan moved, Johnson seconded to approve the minutes of <br />May 1, 1979, as corrected. Motion carried 3-0. <br />CLAIMS: Pott moved, Morgan seconded to pay claims 79240 thru 79286 <br />with the exception of: 79256 to Tom Loucks & Associates. <br />Final payment will be made upon completion of the Zoning <br />Ordinance and Zoning Map. Motion carried 4-0. The <br />Administrator will review with DeLaHunt, Vote & Co. their <br />estimate over the agreed upon quote. <br />COUNCIL REPORTS: A. Building Committee - Maintenance Building •- The <br />building will Te earth sheltered on tHree sides. The angle <br />of the structure will be evaluated for amenity to the area <br />and energy efficiency. The dimensions are 36 x 80. Grant <br />possibilities to be explored; also an estimate from the <br />engineer, as to design costs for the building; and the <br />administrator will inquire if contractors do this work on <br />design -build basis. <br />B. Park Committee - Park Shelter - Morgan moved, Johnson <br />_seconded, that the City use TKDA, architects to prepare <br />specifications for a design -build structure, for a cost <br />not to exceed $1,000. Motion carried 4-0. <br />Johnson suggested following the same type of procedure <br />for the maintenance building. <br />Regional Park Plan Meeting - A meeting is scheduled for <br />May 17, 1979, at 7:30; discussion is for amending the <br />Lake Elmo Master. Plan. <br />Region Park Plan_ - The Council expressed concern about <br />the proposed RV camping, the south-east boat launch, the <br />number of snowmobile and horse trails vs. the lack of <br />bike and hiking trails, and the amount of activity pro- <br />posed for the park. The Administrator was instructed to <br />send a letter to the Regional Park Commission indicating <br />Lake Elmo's objections; and requesting consideration for <br />water storage on Eagle Point Lake and revision of the <br />north -south road within the park. <br />
