The City <br />monitor Sunfish Lake to determine if the pumping had <br />any effect on the elevation of that lake. <br />Motion carried 4-0. <br />STATUS PROJECT 1005: <br />Mr. IIedges distributed a chart which indicates the pro- <br />gress to date on project 1005; and the schedule for the <br />remaining work items. (Copy attached) <br />CITY PLAN FOR SURFACE WATER PROBLEMS: <br />Armstrong explained the current City program to lower <br />the culvert to Beutel's pond, clean the Eagle Point Fork <br />channel and dam Eagle Point Lake. Whittaker explained <br />that the County was not opposed to storing water on Eagle <br />Point Lake; but that they would have to research the need <br />for permits, Environmental Assessment Worksheets and surface <br />water. plans. <br />Horning said the County Park Commission is not anticipa- <br />ting storage on Eagle Point Lake in the Regional Park Plan. <br />3M PLAN:3M provided copies.of their plan to solve the surface <br />water problems from Lake Elmo to West Lakeland and Afton. <br />The Managers said they would instruct their engineer to <br />study the plan. They said they would still need a petition <br />from a City to carry out the 3M project if it is found <br />feasible. Several representatives from 3M were present; <br />and said 3M would decide what corporate funds might be <br />available for this project once the District determines <br />if it is feasible; and the City decides if they would <br />petition for it. <br />GENERAL CONSIDERATIONS: hedges presented illustration on cost - <br />benefit ratios to explain the problems with ordering small <br />projects. He explained that the District may not be able <br />to assess for a larger, more comprehensive project if a <br />smaller project is done now, as there may not be enough <br />additional benefit for the larger project when the benefits <br />for the smaller project are subtracted from the total <br />benefit. The District is, therefore, concerned about <br />doing small piecemeal projects. <br />The Managers and the Council also discussed some general <br />philosophical issues with respect to the process and con= <br />terns each must have to carry out surface water management <br />projects and petitions to the district. <br />The meeting -djourned at 10:30 p.m. <br />
