Box J <br />Thlrt0hird and Laverne Avenue <br />Lake Elmo, Minnesota 55042 <br />PACs TWO 777.5510 <br />ZONING ORDINANCE PLANNING <br />SEP'ITM.9ER 12, 19A <br />COMMISSION ACTION <br />CHANGE'S IN THE COMPREHENSIVE PLAN <br />Two problems came to light in discussing the public comments on the <br />Zoning Ordinance. The first is the problem of Conservancy Zones. <br />The Commission agreed that the zone should be established for the whole <br />or should be left off the map entirely. In discussing this with Rob <br />Chelseth today I learned that there will be a map in the Comprehensive <br />Plan that indicates these sensitive areas. We share -the opinign that the <br />Conservancy Zones shown on the Comprehensive Plan should be taken off and . <br />the indication of Conservancy Areas would be left up to the other map until <br />the City Council approves an orriasance regtil.ating development in conservancy <br />areas. <br />The second problem was the defination of Urban Residential in Section 32. <br />The Planning Commission felt that this area should be Mixed Urban Uses. <br />In discussing this with Mr. Chelseth we agreed that it would not be a <br />significant problem to amend the plan to permit other high intensity <br />urban uses should an application come before the Council. Changing the <br />General Urban Residential classification to something like Mixed Urban <br />Uses would require an additional public hearing at this time. The change <br />could be accomplished with the rezoning when an application is made. This <br />will have to be done immediately with Mr. Kaiseros propposal should he proceed. <br />e to Bob Rants. <br />wouldltprobably submitat the a Metropolitiantian Council SignificancetSta ementand hfor�miinorthat <br />hanges <br />in the Comprehensive Plan to accornodate things like Kaiser. I think we should .leave the thirtyy (30 day notice clause in f1he Zoning Ordiaance until <br />of he process. £inai:ion <br />The final. comment on the Comprehensive Plan is. that the northeast corner of: <br />the intersection of Highway 17 and Highway 12 should be planned for current <br />use. That area is zoned for commercial and should be indicated, as commercial <br />before 1990 on the Comprehensive Plan. <br />FINAL NOTES: <br />1. The City received a request from Mrs. Eleanor Raleigh to zone her <br />property Ag and we have requested a legal description or tax parcel <br />number. <br />
