CITY COUNCIL MINUTES, SEPTEMBER 4, 1979 -4- <br />Fire Hall — The Engineer contacted Mr. Seigfried about the work <br />sc eidi "iu e. Mr. Seigfried will give this project priority until <br />completion. Completion should be by October 15. <br />NEW BUSINESS: <br />A. Offt — release of Lots in Lanes DeMontreville Country Club for Auction <br />Mr. Offt owns eight lots and is requesting the City release four <br />adjoining lots for auction. The Park Commission is not interested in <br />the property. <br />Pott moved, seconded by Armstrong, to approve release of lots 526 and <br />527 and 612 and 613, Lanes DeMontreville Country Club Addition, for <br />auction. Motion carried 4-1. Johnson opposed. Johnson feels the <br />City should retain the lots for future lake access. <br />Road Vacation in Lanes DeMontreville — Only part of Argyle can be <br />vaca7ed. Tennetcannot e vaca e as it services four homes. The <br />Administrator suggested the Council call a hearing on these vacations. <br />The Council agreed to call one later. <br />B. DeMontreville Access Parking — The City is not going to purchase <br />ad"di iona proper y; e par ng in the area seems improved. No Action <br />(This item is in response to County's letter on request for parking area.) <br />C. Shoreland Ordinance — A Special Use Permit has been required in <br />e pas or any a eration of the topography. Any type of building <br />is considered an alteration of the topography. The intent of the <br />Ordinance is to limit soil erosion and sedimentation and to assure <br />no more than 33f of the lot is covered with an impervious surface. <br />The Administrator suggested the Council amend out the requirement <br />for SUP's in the Shoreland Management Ordinance. Permits in the <br />Flood Plain would still require hearings and Special Use Permits. <br />Others would simply require Engineer's review and Council approval. <br />This meets with approval of the City Attorney. <br />Pott moved, seconded by Mottazy to eliminate the requirement for Special <br />Use Permits in the Shoreland Management Ordinance. Motion carried 4-0. <br />Armstrong abstained. <br />ADMINISTRATOR'S REPORT: <br />A. Frozen Main Repairs — There are 14 homes in the City that have <br />frozen warmer 'mains every winter. Three of these homes are on County <br />road 17; and freeze because the County cut the road down. The <br />Administrator will advise the County; and see what their policy is <br />Correction 9/18/79 and ask that the County repair them.* The remaining homes will be <br />Ldd—Whittaker sug— repaired by the City as they are a result of the City cutting down the <br />;ested, ... road, and, road.* Two of the homes will be charged for the work because they <br />installed poor service lines. <br />Armstrong moved, seconded by Mottaz, to approve the project for the <br />water main improvement. The cost will be paid for out of the Water <br />Fund with those home owners having poor installation being responsible <br />for their own repair. Motion carried 5-0. <br />B. Plow Frames — Mottaz moved, seconded by Pott, to approve the <br />A miss ra ors recommendation to put a new plow frame on the new <br />dump truck. Motion carried 5-0. <br />C. Water Meters — Morgan moved, seconded by Mottaz, to approve <br />purchase oF=new water meters at $42.00 each. Motion carried 5-0. <br />
